View Full Version : 1992 Kansas Highway Patrol SSP

Many of you know I grew up in Kansas City and because of this I have always wanted a marked Kansas car. Well about 3 weeks ago one popped up, the seller was slow to respond but once he got back with me with all of the information I requested I dropped everything yesterday and drove to Ottawa Kansas to meet him. Jon is his name and he is currently in college in KS and needed some extra cash. Jon said the previous owner bought the car from the state auction in KC? From the CarFax it looks like the car was either in service from 3/9/1992-2/4/1994 45,856 miles or until 1/9/2001 120,104 miles. Then it looks like there was 2-3 owners after that.

The car is rough but that has never stopped me before, all of the panels (except for the Left Front Fender) are original with VIN tags still present and legible the car has little rust on the doors or rear deck but it does need some attention on the strut towers in the engine bay, it does not look like KHP ever power washed the sand and salt out of them and 18 years has taken it’s toll. I pulled the rear seat last night in search of the build sheet but did not find it yet, I’m hoping it’s still in there.

The car has an overall blue re-spray on it that you can see if flaking off, luckily they did not jamb the car so all of the labels, CR label, VIN tags, etc are still legible. The center console has a few holes but the dash is not that chopped up. There are 2 holes in the rear deck where it looks like the PAR 36 style rear lights were mounted (I am guessing on the lights from a picture I saw)

The grounding straps are still present on the hood and rear deck. The oil cooler is still on the engine. The 160 Speedo is still there and fully functioning along with the relocated truck release. There are a few left over mic mounts and wires too. The full size spare cardboard/wood cover is still there. The glove box is packed with stuff so hopefully there will be some goodies in there. The transmission cooler is still there too (but the car has been swapped to a T-5)

Obviously I will be restoring this to in-service condition but it will probably take me longer then the AL car did as I have many “irons in the fire” right now. Stay tuned!

Congrats on finding an SSP that holds such a sentimental value to you. It looks to be a great starting point, and I'm sure it will be lovingly restored by your skillful hands.

Thank you. I plan to keep it though. I did a complete resto on it a couple years back like I will be doing with this KS car.

Congratulations on this find...I have been looking for one myself for a long time now. I have been in contact with a few troopers that were former drivers of the cars. If you need any in service info on the cars, let me know. I have some research on the cars. I found out recently that Kansas only had 7 cars they purchased for the troopers...more were purchased for the turnpike. The trooper I spoke to by e-mail told me that most of the cars served around the southeast Kansas area. He showed me a photo of his car he took at the state line on K-171. I attached the photo. Good Luck and keep me informed of your progress.

Russ helped me locate a NOS LH inner fender/strut tower/frame assembly and I will be taking the RH side from Ron's 4057 ISP SSP. This is only section on the car that has rust and it is bad, but soon it will be just like new.

Good deal! There is talk at work that I may be in Japan but that would be my only hold up. I think I will end up going in August instead of June/July but ultimately it's not up to me.

When you get this car done you can proudly say you have "restored" the car. The term is used pretty loosely anymore and it is nice to see another car (and a rare one at that) getting "restored" properly. Nice job Aaron.

I hear you. I stopped counting when I had over 900 hours in the 92 CHP car. I talked to Mike Morrison last week about that car. I wish I had kept it !!

Thanks to John / xxtrpr for showing me the paperwork and a couple follow-up calls to the Kansas department of revenue. I now have the title history for my Kansas SSP. I have the certificate of origin, original KHP title, disposition of property, and all of the other titles and related paperwork. I also learned that after being a KHP car my car was bought by the Pottawatomie County Sherriff Office and served there from 94 to 2000.

Just to show everyone how small the world is we just hired a new engineer that sits right next to me, he graduated from K-State in 2005 (K-state is the county over from Pott. in Riley county) I asked him jokingly “hey you don’t know anyone one on the Pott. Co. Sheriffs dept do you?” he reply’s yeah one of my good buddies is a deputy. Long story short we spoke with him and I gave him sheriffs’ name off the title and the date range and they are going to see if they can find any pictures of the car. WOW!

The Kansas Highway Patrol title has #264 written on the top of it, The disposition of property lists the Property number as 10264, agency number as 280. xxtrpr had 5 of the unit numbers, 64, 440, 232, 305, and 92. Right now I am thinking my unit / plate number was 264.

Time to update this thread:

After sanding on the car on and off for a while with a DA I decided I would give larger scale soda blasting a try. I found a local company with an industrial set up and I did my first trial run with them on my fenders, I was so happy with the results I decided to do the entire car.

Here are some pictures of the fenders, soda blasted, washed with soap and water, scuffed with red 3M scotch-brite, washed again with soap and water, wiped with final kleen, etch primed with Nason 491-17, then primed with Nason 421-19

Friday 6/10:

Took the KHP shell to get soda blasted this afternoon, it came out excellent but reveled a little more work, the previous owners repaint / prep work really did more harm then good. Now all of that paint is completely removed and all that remains is a few remnants of the factory paint.

Spent the morning with a buddy doing some finish sanding and then washing all of the soda out of every nook and cranny. After drying the car out and letting it bake in the sun for a few hours it was time for primer!!!

As we all know the word "RESTORATION" is thrown around by a view select individuals that only wish they had the talent, patience, location, and resources to actually "restore" a car. The best way to prove the extent of the work being done is to document it all with pictures like what is being done here.

Great job Aaron. You are definately doing it the right way. Keep up the good work and I am sure it will be sweet when completed.

It’s finally getting back to the “fun” stage of the resto, I have a few patch panels I need to weld in but I had good weather and some time to get the blasting/cleaning/priming done so I took advantage of it. This was the first time I have had a car soda blasted and I have to say it was awesome and will save me a ton of work.

Yeah, that is the same thing I heard. All body plugs had already been removed and some of the seam sealer to let all of the body and bracing drain just like if it where being e-coated. I had washed the shell previously, then I did the following to clean and prep the shell this time:

Air blow at the soda blasting shop, he had a 200 psi 1 inch air hose that blew away (literally) any air blower I had, lol. We blew out every nook and cranny including the frame rails, wheel arches, roof braces, cowl, floors, etc.

It then when for a 50 mile cruise on an open trailer down the highway at 70-75mph. Saturday I shop-vac’ed any little piles of soda I could find and blew everything out again with my puny 120psi air gun.

Then I had a buddy come over that owed me a favor and we got the hose out and washed everything, flooded the rear quarters, washed out the roof rails, floor pans, bracing, frame rails, rockers, doors, etc. We then scuffed the whole car with scotchbrite red scuff pads and 320 sand paper. Then washed everything above again with hot dish soap saturated water. After the final rinse we towel dried everything, and blew air into every pinch weld, brace, and nook to get any remaining water out, then set it in the 90 degree sun for 5 hours (perfect day to wash a shell)

Then I rolled the car back in the shop, scuffed a few small spots that flash rusted on me and wiped the whole car down with Dupont Final clean. Pictures are worth a thousand words but they definitely did not show all the steps between blasting and priming.

Started on round 1 of blocking, thanks to the previous jackwagon that owned it he added a few divots to the metal on that last repaint. Laid the guide coat Saturday and started blocking that afternoon.

Started some work on the under body. The rear section of the car was a little rusty, from the rear seat forward the floor boards are perfect though. Kinda odd how the engine bay and rear floor area were the only sections that rusted. Anyway the engine bay is all new and now the rear pan under the seat, rear frame rails and underside of the trunk are like new.

Then I had the rear section of the underbody sandblasted. This is after the blasting and after I scrubbed it down thoroughly with soap and water and let it dry for 2 days in the 100 degree heat/sun:

After the sand blasting, cleaning and prep I used POR15 Gray to coat the rear underbody including the inside of every nook and cranny. I will also be painting the main floorboards but will be using a different type of paint (same color though) very close to e-coat gray.

Lol, not at all the lift is the best tool I ever bought. I am actually thinking about getting another one.

I have some DuPont Chromobase that I had color matched to the ecoat. I did a friends 90 GT underbody with it and its what I plan to use on the floor boards. The POR15 Gray is pretty close and once it gets exposed to UV light it seems to tint more to the green/gray of ecoat.

Here is a pic of the DuPont paint I used to do the complete underbody of the 90GT, the gloss is not correct but it's what the owner wanted.

I have seen clear flattening additives but never used them. I know DuPont has a line of semi-gloss and flat clear coats. I think the flat would probably be the way to go for a 100% correct resto. That 90GT underbody was straight auto clearcoat Nason 496-00 it’s a lot glossier then the picture makes it seem, but like I said that’s what the owner wanted. The POR15 I sprayed came out as a semi-gloss, it’s probably a little to shiny to be OEM but I wanted a really good coating on that rear section of the car. I am going to use a semi-gloss clear on the floor pans so it matches the rear section of the under body.

OK, so now that the fire is going again under my butt I have some more slight progress to share. A couple weeks ago my buddy Brandon who is an amazing welder and metal fabricator helped me replace the last pieces of the body that had rust on them. The only thing we have left to do is the front section of the floor boards.

Here is the lower section of the left rear quarter panel. It had no rust on the outside but some rust on the inside, I figured I am this far I want to get the car to no rust anywhere at all. This is another donor panel from Ron’s ISP 4057 SSP.

This is how the right hand wheel arch came out, I had to get this from a donor car in the junk yard. I cut all the patches and Brandon did the welding, grinding, fitting, it’s like it was never done, I have not blocked it yet but it does not feel like it will even need a skim coat. Like I said he is amazing with metal!

Same drill as the rest of the body, soda blasted the hood, etch primed and 2k primed. There is a dent I need to take care of in the driver’s side front corner, but this dent is one more thing that actually helped me identify the car, long story I hope to share one day.

Now that all of the body panels are repaired, blasted primed, and have had an initial blocking I will be spraying all of them with the new Spies very high build polyester so I can get the entire body as straight and smooth as possible. My paint supplier has been talking this stuff like crazy so I figured I would give it a try. It’s essentially like skim coating the whole car, the technical manual shows you can build the coating up to 100mils. I don’t need anything that crazy but I do need to clean up what the previous painter did to my metal shell when it was prepped last time.

Lol, I just noticed that in the picture, I think that's actually just an optical illusion made by the white ring around the top. The water level is actually in the middle of the skimmer.

I primed the car, blocked the whole car the first time to find the low and high spots, fixed all those spots and now the car has been primed again.

I spent an entire weekend getting this hood perfect. I think this was round 2, by round 3 it came out perfect.

The rear section of the car is POR15'ed Gray in color, the front section of the floor boards are DuPont base/clear that I color matched to the original e-coat gray. From the pictures its hard to tell but there is a slight shade difference. I chose to use the POR15 for the rear because I sanded blasted everything back there and wanted to make sure no corrosion would ever come back. The floor boards were about perfect so they just needed regular sanding and prep.

The POR15 gray is very close to the factory ecoat color, and it fades with UV light which makes it even closer and even gives it the hint of gray/green you see in Ford's ecoat. Due to the contour of the underbody it is really hard to pick up where the divide between the POR15 and Paint is. Once everything is repainted and installed, I don’t think anyone will ever be able to tell.

This was the first SSP I had ever seen with Sports Seats, because of that I had asked a while back if anyone else had seen one with sport seats. My certification label shows I should have them “DA” but everything I have ever seen has been the base cloth. Some people thought they may have been swapped in by a previous owner. Well I am glad to say with 100% certainty, the sport seats that are in my car are correct!

Just be careful drawing that conclusion. I haven't read the rest of the article, but I don't see how the one "prototype" (test) vehicle that they were discussing correlates to a later order of X number of cars.

I think I mentioned this to you before, but our city ordered three 1992 SSPs and they were all marked with the same interior code as yours, but came with the correct, low-back seats. The build sheet for one of them is posted on this website (the one I drove in-service and later bought at auction).

The "Articulated Sport" cloth seating (code D) became standard in the P40E (LX 5.0L coupe) starting with the '91 model year. For the non-A/S cloth seating (code F in '91/'92 or G in '93) to be installed instead I think there would have to have been comments on the build sheet, or some other document that the assembly line folks would have used to install the correct seats for that order.

I have not yet seen a '91 SSP door tag with trim code D.

I have seen a few '92 SSPs with trim code D on the door tag but none of the buck tags from the same car have a clear shot of the trim code, so I can't compare the two to see if they're the same or different. The ones that I have seen with trim code D are 131914, 131920, 148008, and 170585.

Every '93 SSP door tag that I have seen has trim code D.
Every '93 SSP buck tag that I have seen has trim code G.

I am not basing my information off this article, in fact there are a couple things in this article that are wrong. It also depends how you read “three other prototype cars” it should read three types of cars are being tested not 3 cars. There were 7 mustangs on DSO 53-0149. My understanding is there was 7 Camaro’s and SHO’s put into service for testing at the same time.

I have other information and pictures that prove that my car had sport seats. If you look closely at some of the other pictures of the other 6 two tone KHP cars in service you can see they have sport seats. Another fun fact, the car pictured in this article is actually my car, plate #64 driven by Greg Kyser.

I need to get some sleep but I will post some info tomorrow.

Speeders, beware. It's about to become a little more difficult to get away with your lead-footed driving habits.
Those distinctive, visible-at-a-mile-and-a-half "cherries" are coming off the top of some Kansas Highway Patrol cars and are being moved to the dashboards. And once that distinctive patrol car silhouette is gone, it will be harder for speeders to spot troopers.
Trooper Craig Davis, who has been driving a so-called slick-top patrol car for about a month, said he already can note a difference.
''I'm getting better speeds now," said Davis, who is based in Garden City. "I'm clocking more at 80 and 90 miles an hour now," he said, explaining that serious speeders aren't able to spot him at a long distance and hit the brakes before he can get their speed locked on radar.
And some speeders rush right up behind his car before they realize they're overtaking a patrol car, Davis said.
Davis drives one of seven "slick-top" cars in the Garden City patrol division that had their top lights removed and the new dashboard flashers installed around Thanksgiving.
The conversion of those cars was financed by a federal truck highway safety enforcement program, said Capt. Dave Jones, division commander. He said the troopers have been surprising quite a few people.
Statewide, the patrol will get 22 new cars in a couple of months, and it will be up to individual troopers and their commanders whether a car is outfitted with the traditional rooftop light or a dashboard-mounted flashing light. The cars will continue to wear their regulation blue and gray paint jobs with the gold Highway Patrol shield on the front doors.
''Our goal is not necessarily to write more speeding tickets, but to reduce the amount of speeding," said Sgt. Terry Maple, the patrol's spokesman in Topeka.
The patrol hopes that heavy-footed drivers will slow down once word gets out that they can't count on spotting a patrol car before it spots them, Maple said.
Jones said the dashboard-mounted lights also are cheaper to buy and easier to install and are expected to increase the patrol cars' gas mileage and top speed. The dashboard mounts have reflectors that keep the lights out of the driver's eyes.
Patrol officials will study the effectiveness of slick-top patrol cars during the next year or so before deciding whether to make a permanent switch. A few patrol cars on the Kansas Turnpike have operated without rooftop lights for several years, Maple said, but the patrol wants more data before it makes a decision.
Jones and Maple both said safety will be the key element in making that decision. Some are concerned that motorists may have a harder time spotting a stopped patrol vehicle without the top light, although the cars still will be equipped with amber warning lights in the rear windows.
No matter what happens with the light question, the silhouettes of some of the patrol cars will be changing. Seven new Camaros, seven Mustangs and seven Ford Tauruses are expected to join the lineup this year as the patrol experiments with smaller, less costly, more fuel-efficient cars. Each patrol division will get a set of the three new models for tryouts, Jones said.
The patrol has been using full-sized Ford and Plymouth models.

I meant SSP not SHO, sorry. I really don't see what the disagreement is about here, every picture I have seen and posted of the 7 two-tone Kansas SSPs have sport seats in them. I don't even have to go by the certification label or the buck tags (even though they show sport seats) because I have in-service pictures of MY car and others with these seats.

I understand your car was equipped differently, but possibly labeled the same as mine. However your cars were not Kansas cars and they were not on the same order. You also have to factor in that Ford may have put the wrong seats in cars or full orders of cars occasionally. Parts shortages, miscommunication, and human error does happen in plants. Or it may all be 100% correct, and that’s how everything was ordered.

All I am trying to do here is share information. I know you are trying to be a fact checker and I am fine with that but pictures don’t lie. The article had been posted a long time ago and I figured most had read it and seen the pictures so I figured it would be neat to see a clearer picture of the interior which also happened to show a clear shot of the seats. All the Kansas mustangs in 92 had sport seats. I also have a 92 Khp and have spoken to a few Khp troopers and they all confirmed the same thing. I have numerous pics of these cars showing the seats clearly. This car still belongs to a Khp trooper that i can not name. He put his tag on for the pic which i blacked out.

I meant SSP not SHO, sorry. I really don't see what the disagreement is about here, every picture I have seen and posted of the 7 two-tone Kansas SSPs have sport seats in them. I don't even have to go by the certification label or the buck tags (even though they show sport seats) because I have in-service pictures of MY car and others with these seats.

I understand your car was equipped differently, but possibly labeled the same as mine. However your cars were not Kansas cars and they were not on the same order. You also have to factor in that Ford may have put the wrong seats in cars or full orders of cars occasionally. Parts shortages, miscommunication, and human error does happen in plants. Or it may all be 100% correct, and that’s how everything was ordered.

All I am trying to do here is share information. I know you are trying to be a fact checker and I am fine with that but pictures don’t lie. The article had been posted a long time ago and I figured most had read it and seen the pictures so I figured it would be neat to see a clearer picture of the interior which also happened to show a clear shot of the seats. Since that was not enough, here is another “never before seen” picture of my car in service:

I misread your tone, my bad. I am trying to post as much stuff as I can, just like I did with my AL car, every bit of info I received on my trip I posted. KHP has been a little different, and I am hoping once I meet some of the Troopers in person things will change. I am not one to hold back on information especially when it’s for the greater good of the hobby, but I also honor others requests if they say they don’t want it shared. :)

All the Kansas mustangs in 92 had sport seats. I also have a 92 Khp and have spoken to a few Khp troopers and they all confirmed the same thing. I have numerous pics of these cars showing the seats clearly. This car still belongs to a Khp trooper that i can not name. He put his tag on for the pic which i blacked out.

Something else kinda cool about the picture below, the only panel on my car that was not original with a VIN sticker was the left front fender. As we were soda blasting the car we found a decent size chunk of filler / bondo in the hood covering the dent, at the time I had not seen the pictures so I just though a baseball or something landed on it at some time. Well when you look at the dents (in-service) vs after soda blasting it looks identical, and it explains why my LF fender was replaced. The LF corner of the hood had also been bent back out and the sealer was chipped off from the body guys flexing it.

The front suspension is also back together with new ball joints, tie rod ends, rack, and bushings. The struts and springs are off a 20K mile Mustang so almost NOS. (the rotors & bearings will also be changed just have not gotten to that yet.)

Most of it I am doing at my place, I have access to a booth and that is where I did the trim pieces and bumper covers but I had so much masking and time doing the two tone on the car body itself I could not tie my buddies booth up for 2 days. I think the car actually came out cleaner then the stuff I painted in the booth anyway, lol.

I know right!? My uncles are all cops in the Dallas/Ft.Worth area and when I told them I bought an old DPS mustang they laughed and said "Those car were drove hard and put up wet! Good luck". LOL! The joke is on them! My Dad is the only one that was not a cop (firefighter). He got a big kick out of it when i let him drive it to work one day. LOL

Antennas are fitted in their original holes. Fuel door with new bumpers, front bumper and rear bumper cover, almost NOS rear tail lights and NOS Quarter glass are in. Drip rails, door handles rear deck and rear deck emblems are all on, whew!

They are from 50Resto, I could not find any NOS so I used these, I used them in the past on my AL DPS resto and I was happy with them.

True story. Look how many were turned into drag cars and literally run into the ground by John Q. Public. I was thrilled to find mine quite literally untouched and original besides the usual replacement stuff like tires, hoses, etc. I was so happy to find the factory airbox still intact and not a cheesy chrome "CAI" from ebay. :) Besides the crappy re-paint on my car (good base/clear paint job honestly, crappy in the fact that they jambed over the stickers) its a good car; I'm hoping not to find major body work underneath that paint though. :/

Here are the latest pictures. I clean the original fuel and EVAP lines and repainted them. The brake lines are off a 92GT that was turned into a roadrace car with all custom lines installed and he did not need his perfect condition OE lines. Installed all of them on the car and I will get an underbody shot once I am done repainting the rear axle and replacing the suspension. The doors are built up minus the door panels and harnesses, she's coming right along!

Now that the body is mostly done it’s back to the powertrain, I pulled the rear axle out and will be acid dipping the housing and repainting it. I will also be replacing all of the bearings, races, seals, and bushings. It will be just like new.

I got the rear wheel wells painted, so now all the underbody paint is done! The fuel tank and all new brakes and hardware are next. I installed the sway bar, hood hinges, p/s cooler, and started installing all the airbag sensors and wiring.

I picked up all new bearings, seals, brakes, etc. for it. While the car is stuck on the lift I decided to finish off the fuel system and install all of low mileage almost NOS control arms and shocks.

I got all of my parts back from the stripper; everything turned out very well, except for the wheels, more on that later. This weekend I was able to spray a few thick coats of POR15 black on everything and it turned out fantastic!

The Goodyears were delivered this morning and I am very impressed! The tires look great and I am so happy I have a Gatorback I am not scarred to drive on. Rusty was great to do business with and I suggest anyone that is looking at these tires contact him. The Quality of the tires is very good, on par or better than anything that is coming out of the Goodyear plants I have visited. The only Quality items I would note is that there is a little excessive flash around the bead but probably not enough to cause any sealing issues. One of the 4 tires I received was also slightly ground on a section of the tread, very common and an OE approved method to help with balance and RFV.

As far as the car goes I have been pretty busy so I don’t have the redone rear axle in, but I did a little more work on the engine bay. All the airbag sensors are in, the new booster and master cylinder are in, an new condenser and repainted original SSP A/T oil cooler are back in.

Onto Wheels, so I have a rash free set of what I though was very clean 10 holes, my thinking was to acid dip them to remove the clearcoat, grim, and corrosion. Well it did not hope like I had planed so the wheels will have to be machined or I will have to find a different set. As you can see in my before and after pictures the wheels came back very clean, especially the insides but the dip didn’t phase the corrosion where the clear had peeled away:

Sorry to hear about the wheels. Maybe best to just get them re-machined at this point. Not sure what your Keyston/LKQ will charge you there, but I did my second round of some here at $85/each + tax. They turned out great.

Test the corrosion affected area with some household vinegar on a clean rag and dab and wipe it. Sometimes that cleans certain corrosion spots in my experience. If it's etched down then yes machining is the only way to take it off.

12/4/12 I used Dow's Betaprime and Betaseal U-418HV Auto Glass Urethane Adhesive, it was very easy to work with and meets all OE / FMVSS crash and durability requirements. Priming:

12/26/12 I installed the parking brake, NOS equalizer, new cables, and cleaned all the hardware. I installed the rear Firebeam and the two NOS amber Sho-me halogen lights. I installed new Motorcraft battery cables. The dash is back in the car, I have started running wires for all the equipment and lights. Today I started tearing down the engine and getting ready to send the block, heads, and crank off to the machine shop.

Yeah, I have been so busy (with real work) I have not spent much on any of the forums. The little time I have had has been finishing up the car. She runs and drives great and I only need a few things to finish it off 100%

1.Drivers seat.
2.Paint the 6 adhesive door moldings, I am still looking for NOS ones. I have aftermarket, and originals but I have been holding out.
3.Finish install the rest of the equipment, this should be done this week.

Absolutely beautiful car! What kind of shape is your seat in? I spend a very long time looking for a nice oem titanium cover for my '92. Eventually found one on the Corral. You'll find one. Worst case, there's always SMS for some NOS upholstery. Again, great work on the car.

I'm a Kansas boy, too, and I'm drooling over this car. Back in 1996, I test-drove a 1992 Mustang that a guy had for sale. He didn't know it was a KHP car and I realized that it was when I popped the trunk and saw that the underside of the trunk lid was gray. I kick myself for not buying that car but I wasn't wanting a SSP back then. I'd love to see any current pictures that you have of this thing.

1/8 Mile 2.4 60Ft, 9.8@77mph. All equipment running, full weight on Gatorbacks. Pretty terrible by today's standards, haha. The local Fox Body club rented the track for the day so it was a nice clean pass. First / Last time this car will see the track.

Unfortunately the "edit" function is disabled after an amount of time. I moved all my pictures from PhotoBucket to Flickr and I was able to rebuild the thread on .org but can't on .net unless I am given rights to edit my old posts.
