View Full Version : 1988 GSP Unit/Perm #8292 Wrecked in service with 24,909

This is the car I've been after for a long while now. It is GSP Perm #8292 driven by Trooper R.L. Wilcox Badge 799. It was issued to him in Nov 1988. Trooper Wilcox had a frontal impact on January 9th 1989 with 3,820 miles on the odometer. Repairs consisted of right fender and core support. car was out of service from Jan. 9th 1989 until March 7th 1989 while repairs were being made. Trooper Wilcox continued patrolling this Mustang until March 5th 1990. when once again he was involved in another frontal impact. This time with 24,909 miles on the odometer. At this time he was issued a 1989 Mustang (the very first Perm # for the 1989's #9222) which is also in my collection. Trooper Wilcox participated in the A.C.E. program and had 17 Lightning bolts on the drivers door at time of last accident.
The Fleet Manager decided to use the motor and trans out this car in other Mustangs. It was then sold to a dealer around the Cleveland Ga that bought and sold alot of the SSP Mustangs at the time. A few parts were sold off the car. The steering column; tail lights seats and rear end. the rest is mostly intact. It had been sitting in the back of the now inactive junkyard until about a year ago when a friend of mine purchased it and second GSP Mustang.
Upon looking it over after he got, we found something amazing inside. The original GSP "MOTOR VEHICLE REPORT WORKBOOK" or maintenance log as most are called. What is amazing is that these logs were never supposed to leave the filing cabinets except for log ins, then returned. Also there was a fire in that section of HQ years ago and they lost those cabinets in that fire. That is the main reason it was so hard to get info on the GSP SSP's. They simply didn't have it any more. Thank goodness Jimmy Crump (retired Fleet Manager) kept his own records and retired them with him:)
I'll be posting up pics of the documentation as time permits. I am really excited over the restoration of this unique GSP.

Congrats Bobby! I know you wanted that one pretty bad so I'm sure it feels good to finally have it. When restored that will probably be the lowest mile, most documentation GSP out there! ;)

Quite possibly so... I've been looking through Jimmy's records and so far I've not found any Mustangs wrecked with that low of miles. Several CV's and Caprices though...

About half of this stuff had gotten wet at one time or another. I found a piece of a letter I wish had survived because it has Special Order No. 21-0216 The DSO # for the 88 GSP order of 100 Mustangs. No telling what it was

Trunk mat is still screwed to the floor, where equipment was mounted. Looks like they just put the screws back in and tightened them down? There is also a cut right through the middle of the mat I'm guessing for spare tire access. original jack and J-hook still in place. Trunk floor is really solid...

Time will tell... I'm not looking to get rid of any I have. I am just planning on getting them all in paint first then start on reassembly afterwards... If another one or two really great deals or exciting ones come along :shrug:

Bobby might not but I'll admit it, yep I have a problem. So much so that I've had to rent room for some of my cars until I can get another garage built lol. So far my truck and 55 Fairlane take my only 2 garage spaces at the moment. Haha. :D

Yes I have a problem also! I have to move items just to park the SSP inside the garage. Then there is the other 3 Mustangs along with the Z71. I also have a 79 Regal with a 400 Ponitac at a friends house. Then I am looking at a Mustang II and another John Deere small tractor.

I know in the D position it would give the driver more control (throttle steer and braking) but seems like like would severely limit your top end?

Spoke with retired Trooper Rick Wilcox today.
During that conversation I got the story on 8292 ;)


First accident happened at around 3800 miles. Trooper Wilcox was initiating a chase of a speeding pick up truck. He had just turned on his blue lights and was about to hit his siren when he noticed a woman apparently pulling a U-turn right in front of him. he instantly let off the gas and she stopped mid way. Well, Trooper Wilcox (thinking she had seen him) got back on the gas and as he approached her she started moving again. They collided and as he passed by he could see the undercarriage of her car. Needles to say her car was totaled but the Mustang only needed core support; fender and bumper cover.

Accident # 2 happened at 24,909 miles.

Trooper Wilcox was traveling down the road when out of a ditch ran a large (140+ lbs) dog. No avoiding it just POW ! Trooper Wilcox hit the brakes but the large dog lodged underneath the left side of the Mustang. The skid marks were from the right side tires only. The crash investigators determined that the dog had lodged underneath the left side of the car lifting the drivers wheels completely off the ground. There was in fact blood and hair for some distance where the driver side tire marks should have been. By the time the dog dislodged from underneath the Mustang it was completely side ways and still in a skid. This caused the car to veer off the roadway and strike a large popular tree. The accident was ruled completely unavoidable and Trooper Wilcox was instantly assigned a "NEW" 89 Mustang (9222). Trooper Wilcox was a participant in the ACE program and was one of the Top DUI Troopers. 8292 had 17 lightning bolts affixed to the drivers door at the time of this accident. He did not remember how many were affixed to the door of 9222 when it was turned in but it was an ACE car as well. Trooper Wilcox is going to try to find his old in service pics of these two Mustangs for me.

I thoroughly enjoyed talking with him about his two Mustangs and will stay in touch with him as these car are restored.

Well I've waited for the original purchaser of this car from the State auction to find the title. I have been told he has lost it and has given up on ever finding it. Soooo I ask a small favor and WALLA...;)

I have seen a few wrecked in service GSP's sold with clean clear titles. This one however was not... It will have to be inspected and will have a rebuilt title but it still will be the undisputed lowest mileage and most documented GSP in existence... That is reason enough for a full blown restoration on this car. I will probably follow in Aron's footsteps (with the route he took on his Kansas SSP) and replace both rails; towers and core support for a much nicer cleaner repair. I more than likely will replace the roof skin as well. I have a mint standard block (cross hatch marks still there) and a 60K mile AOD I've been saving that I'll be putting in this car.

It was a great day for 8292 !
Not only did I get a replacement title (stating "NEW" and 10 miles) but I also got a message from Ricky Wilcox ( the assigned Trooper) saying he found a box of paperwork including accident reports and pics from both accidents ! Plus more ? His words were "it's a home run!" Ricky is going to go through everything and then get back with me... I can't wait

It's truly amazing all that info remained in the car for so long...
and Trooper Wilcox keeping all the records as well.
Also a real blessing being able to get a replacement title ...
This car deserves the royal treatment for a restoration :-)

Update on 8292...
I finally got fire wall and dash stripped down. Also swapped in a 4 lug 8.8. Next I'll be putting it on the frame machine for a couple pulls before replacing front rails. Pics soon...

This is the "actual plate that was on 8292 when wrecked and used for a very short period on the 9222" (GSP changed over to newer 90' style plates by March 31st 1990)...

Side note;

I also have the "ACE" tag that was on the 8292 when wrecked (given to me by Jimmy Crump and still a little bent up). I also have a NOS ACE tag for 9222... I will post up pics as soon as I get a chance I've been covered up at work lately...

I've got a nice surprise coming next week. Retired Trooper Ricky Wilcox 799 has me a new hat pin to go with the two cars of his in my collection ( this "wrecked in service " 88 and his 89 perm 9222. He has already graciously given my the original plate for the 88 and let me make copies of the 90 plate. He promises I'll end up with the 90 original eventually) I am dying to get started on this one, as I plan to go all out on it!!!

Had a very nice visit from Ricky Wilcox 799 today. He brought me a very nice surprise. I was floored... This is the organizer that was in 8292 when wrecked and was also used in 9222. Ricky transferred to aviation when he was driving 9222. He believes it had around 50k miles at that time and it was reissued to Gene Cochrane Trooper 277. But it was put away just as is for all theses years. It still even has the pen and State Patrol pencil still there. I'll post up pics in detail later of the other goodies in the organizer...

great pics Bobby. By any chance do you have any pictures showing the camera set up in the cars? I know where the actual camera itself mounted near the passenger side windshield, just curious as to how they mounted the monitor and the control panel itself. I have located an NOS "small vault" complete system and the guy has offered it to me for a really good price.

Do you know if this is even the correct type of console they used?

You bet! When you post it up I'll run it by my sources and see what they say. You and I are on the same page wanting them as accurate and authentic as possible. I'd rather not have the equipment in the car ( and wait until it's located) then have the wrong equipment in one...

She's now on floor stands. I'll be attaching my "Lazermate" measuring system to her tomorrow. It will remain like this until the final welds are made on the new rails and aprons to insure it goes back square and true. I'm super excited to finally begin the restoration on this one !!! :D

All damaged components are now removed. Now to get it all cleaned up and on with the new. The cowl had very minor damage but I decided to change it as well so I could examine, clean coat cowl area and put a mint cowl on it for a much nicer restoration...

Now that the lower cowl has been all cleaned, prepped and coated in POR15, the donor cowl panel has been cleaned, prepped, test fitted and clamped into position... It was a good day...

I finally made time to have all the surface rust on roof stripped off, along with paint on quarters and jams. Also had them strip the inner apron around the batterie tray area. As soon as she was good and dry I put a good coat of PPG DP40 on her... No more ugly surface rust to deal with... Now to get her all straight and into some shiny Regatta blue and gray;)

She got new paint 11/11/17... it's now in my basement awaiting reassembly. I've just had a change of jobs ( I'm now the Body Shop Manager of Courtesy Ford)... It may be after New Years before I can get back on this one...
