According to the eBay listing, this is an SSP and Seller states it was “never in service”…
Anyone see this one before?

It's been posted before, with the asking price jumping up each time. Here's is the listing in our SSP VIN Project...
http://www.specialservicemustang.net/VINlist/MISC/1986NIS198877/info198877.htm
...with the documentation showing there were two SSPs ordered in that DSO number.

I'm not sure what "Never in Service" means. 33k miles, so somebody used it for something. SSP implies it was ordered by some agency, or did they sell SSP packages to anyone? Was this veh only used by an older lady to drive to church on Sundays? Could never in service mean it wasn't used on the road for guys like me to drive hard?

Steve, Never-In-Service on these cars means the original purchaser was a civilian owner, as opposed to a buyer using it for a more official purpose.

Thanks for the clarification Bill. So it is actually a SNISP (Special Never In Service Package) instead of an SSP. A nice Foxbody car, lots of power, but not for the SSP collector types.
When I Found my SSP I Was Not Looking for One
I Was Looking For A Mustang V8 Standard Shift
as A Driver. But After Buying The Car And Finding
You Guys I Decided to Restore it Back To Original
In Service Condition. This Site Was Very Helpful
And The Members Here Are The Best. Thank You...
Now If I Can Only Explain to People At The Car Shows
That This Mustang Was A Police Car From Day One
And Has Been Restored Back to How It Was From Day
One.
