No VINs on the CHP "Pilot" cars (thank goodness), but several docs that make mention of receiving the one car early. Here is one from '86....the letter says "please build item #5000 and hold for inspection."

One mentioning the need for a pilot car as soon as the award is granted due to interior changes ('90, airbag).
