I wonder if the Virginia request for title history would name the original agency? If it was a leased vehicle, then the title may have been assigned to Avis and then the car was sold to the first civilian owner. It would still be worth trying...

Another avenue to take might be contacting Avis directly.

Not sure how much help AVIS may be...my good friend owns a 1993 Cobra which was originally put into service by AVIS...they wouldnt give him the time of day....kinda crazy.

Yeah... It wouldn't surprise me. To bad they could have good info on the way they purchased and sold these vehicles.
