If the car has never been repainted before and you are only finding black paint as you are sanding, then you probably have a SSP that was an unmarked unit. You might also be interested in this timely post about a 1990 NCSHP Mustang on ebay -

If it was Black (code YC) originally, and not a marked unit, why does it have no paint code on the 'regular' buck tag and special paint instructions on the DSO buck tag?

The Marti report for the VIN two after this one, with the same special order number, also shows "special paint".

You are 100% correct. The Buck Tags in the VIN Project clearly show that this car was produced by Ford in the two-tone special paint for the NCSHP. It was a marked unit. Since Chuck is not finding any silver paint on the car as he is sanding, my guess is that the car must have been sanded down and painted black after its time in-service.
