That's interesting. What I'm accustomed to seeing is the Post # being the 1st 2 Digits in the Plate Number with the 2nd 2 Digits being the Car #.

In 1989, "the Mustang experiment" had few cars as we know. The state was divided into 8 districts. The cars were plated with "district" plates, 10, 20, 30 and so on. Each district got one car, in some cases two cars, and shared them between the posts within the district. In other words, they moved around within the district, only used in good weather etc. 3015 would have been the third district car which could have been in Flint at the time of your documentation find.
