1990 Never-In-Service NYSP Mustangs

The above 1990 SSPs in our VIN Project are two of the cars (allegedly) ordered incorrectly by NYSP and never put into service. They are part of a consecutive VIN batch of 12 cars.

Does anyone know how many NIS cars were part of this order? I did a quick search but didn't determine how many cars were like this.
