Contacted the seller - pics are now within the ad. This appears to be legit. The car was for sale locally about a year ago. And the miles were low back then. Really rare find given the miles. The decal on the side is an award that is given out by the department - and would be superb as part of a restoration. No known Pierce County cars have been restored - other than the one that is still in service. Looks good.
