Here in Texas and many other states, police cars are sold at auctions and all the agency had to do before selling, is remove insignia and equipment. While on patrol I routinely see black and whites with a spotlight which makes you take a second look because small departments and Constables also buy them from DPS auctions.
Have stopped several that were driven by "dopers". We got one of them recently in an old DPS car and arrested him for possession of cocaine and 3 handguns. The doper cars are usually pretty beat up and dirty.
