I contacted Jerry at
http://www.licenseplates.tv/ and he said that the Cal E plates do not have a recession for the stickers. Jerry stated that the plates might have been a error made with the recessions for the stickers. Jerry said he can produce the E plate with the recessions but it will not be correct. I am going to look at a CHP car today and will reply to the posting. Rich
