That's an educated guess at this point, which was done by looking for other 1990 CHP cars.
mac88chp (Michael) chimed in on your car to help me determine the first two numbers. But I'm not 100% certain at this point. There were years where more than one prefix was used by the CHP, where the number of plates given to the CHP to issue was determined by California DMV. For example, we know that some earlier 1982's were 85xxxx, but the run of 1982 SSP's had 87xxxx numbers.
