The seller only used a picture of a restored car to show as an example. Here's the description from the seller's ebay ad -

New York State used a total of 30 5.0 Mustangs in their fleet, 20 cars were used in 1988 and 10 were used in 91. Here I have an auction that includes 2, yes two of the twenty cars used in 1988.

He makes it sound as though the rusty second SSP should be used as a parts car for the first one.

In terms of potential value, unless you are extremely talented and do most/all of the restoration work yourself, then it's nearly impossible to restore a SSP for less money than you could buy/sell a restored example for. But what's the fun in that?
