A pic of the buck tags would be a huge help but if you can't get those, the door sticker would be great. The DSO # would tell you for sure if it was an SSP and give you an idea of what agency. Then the sticker would also have the paint code that would determine the stock color.
FHP did have unmarked cars and they were much more rare than the fully marked cars. And they were in pretty much every stock color Ford offered at the time. So regatta blue wouldn't be necessarily out of the question.
