The buck tag says Arizona. States are only named when it is one of theirs. City cars normally just say police. Plus, I know of no other city that owned SSP's besides Winslow AZ(which I owned). So, viewing the carfax it shows that it was titled in Phoenix Az 6/89 , then titled again some where else in Az 8/93 which explains why the police cheif i spoke to knew about the car and saw it but was not involved in the purchase as he retired in 92. Then in July of 99 it was sold again with 104k maybe to the public (Clarksdale Az)? Its coming together but very slowly.

That's incorrect information. Check out the Tech section here for pics of buck tags from, for example, FHP solid-color (unmarked) cars that say "DSO POLICE" on them. Conversely, there are also state cars that list the state on them, like yours. Since that state used solid-color cars, you'll probably see variances on what's printed on the bucktag from year to year (ie. the '89s say ARIZONA, the '90s might say DSO POLICE, etc).
