Sam, I asked today about finding your Assignment Card. Keep your fingers crossed, but you should know that I've only gotten less than 20% of the cards that I've requested. After so much time, many of the records have been destroyed, but sometimes we get lucky. I'll keep you posted.
You could enter your VIN at the link below to see if California still has any smog records on your car -

If any records are found, it may tell you the city where the car was serviced.
