If the cruise is not working, it's possible the steering wheel clock spring is failing. Usually when that part fails completely, cruise control, horns & airbag will be inoperable (and sometimes the airbag light or CEL will flash a code).

The clock spring is located under the steering wheel, to get to it or to fix it, you have to remove the steering wheel.

It's also possible the cruise may not be working due to a vacuum leak or someone before you has disconnected/removed some or all of the parts that make up the cruise control system.

Safely get the front of the car on ramps, get under it on the driver's side and pull the speedo cable out of the side of the transmission. If once the cable is removed you see the gear is stripped, then just replace the gear and that should get your speedo working again.

If you find that the speedo gear @ the transmission is not stripped, then you have to go and check more things out as mentioned above - such as has it possibly become disconnected at the rear of the speedo cluster, are the gears within the speedo head stripped or not working, cable, etc.
