It's a long shot but ID#s have occasionally been found written in wax pencil or crayon on front license plate holders also. These were temporary markings put on before the car headed down the CHP assembly line to ensure each car got the right plate attached but they haven't been consistently used at all. Pull off the front plate and check there too.
