Per the 1989 SSP Brochure, you could order cars with the "black-out delete" treatment on the wheels.
http://www.specialservicemustang.net/1989_bro_page2.htm The prior year brochures do not make mention of that option, so it could have been an '89-only deal (especially since they went to the silver as standard the following year).
