Can an accident report be obtained from a CarFax or AutoCheck report?

If say running a VIN # through CarFax or AutoCheck - and within the report there is an accident event logged and there is a case # listed, is there anyway of obtaining copies of that actual accident report from that time period?

How would one go about trying to do that, as far as who to contact, etc?

Also, can copies of past titles be obtained due to what is sometimes listed in a CF or AC report? Sometimes I see that there is a "Title #" next to an event such as registration renewal or when a vehicle switched owners.
