It might have been a confiscated Mustang that the city decided to use for law enforcing purposes.

That does happen but the owner stated that the local Ford dealship had records on the car that showed Santa Barbara County bought it there brand new. Too bad they didn't order SSPs like Santa Clara County did for their DAs office!
