Look inside the trunk area for a filler patch here:

Check both sides of the car.

I will check that location this evening. There are also no holes in the A-pillars for spotlights. How would I tell if the deck lid is original? How would I tell if this was an unmarked unit or a car that was used for some purpose besides Highway Patrol?

Edit: I have 4 steel wheels, two are just not on the car.

Nice... The deck lid looks to not be original as the color under the white looks like a blue where the pinstripes are. There doesn't seem to be any corresponding pinstripes on the rest of the body. I could be completely wrong though.
You lucked out on the wheels, congrats!

The interior pillar panels could have been replaced with newer plastics to hide the holes. Take off the interior A-pillar cover and look behind it.

Does it have the pocket on the front of the rear seat bottom?

No, I don't believe so.

Also, I agree about the deck lid, I'm just not sure how you would tell a panel part like that to be original?
As far as the A-pillars, wouldn't the hole(s) go all the way through the pillar to mount the light? ( Not just the plastic, I mean )
By the way, thanks for your help/input! I have so many questions

Yes but most agencies fill the outer hole before they paint and sell the cars. The plastics could have been replaced by the previous owner. The hole on underneith the plastic will be seen as filler or weld.

Also, after some closer inspection, the A-pillars have indeed been filled, both sides. Apparently the car did have spots both sides. I cannot find any indication of holes drilled for a light bar, however.
