Probably sold outside of eBay. Must be a run on SSP cars right now. I've taken a ton of calls on mine asking me to check the speedometer and buck tags for them. I just say sorry to disappoint you.

Why does the vehicle history report specify no police usage??

Those reports are only as accurate as the information being provided to them. It's not unusual for that info to be omitted. And some states are not required to show a branded title. I have purchased police-branded vehicles before, and Delaware DMV gave me a clean title with no mention of it.
