Default What is this part/equipment?

When I was taking the interior of my car apart I came across this metal bracket located behind the emergency brake on my '86 FHP. If anyone knows what it is and what it is for please post. I thought it might have been something the previous owner placed there but it seems to have been there a long time.

Under the bracket I found this place part that I know nothing about.

The metal bracket is used when the car has a full console. I think. I don't think it should be there. The other black deal looks like part of the ignition switch.

Yes the metal bracket is for full console and other part is a part of some type of switch.
