Hector,

You can't always go by the DSO with these cars. A few members here have documented, state agency cars with DSO codes from another state altogether.

New Orleans PD had DSO's of 23, so it could be from anywhere south central.

Title searches can be helpful in some states. It depends on the length of time records are kept in that state. Definitely give it a try.

There are still states out there that SSP's have not turned up in private hands. It was only about a month or so ago that a Louisiana SSP showed itself on a SSP related site, and there were 34 originally. Much more than three. Some states are like finding a needle in a haystack. The search for more information may be difficult, but fun for those owners.

I haven't had to do a title search myself. Donny's advice to give it a try sounds pretty good to me, especially given the road block you've hit. It can't hurt, anyway. If you do it will be interesting to see what you learn.

I did a title search for my CHP car. It took about three weeks and, if I remember correctly, $7 or something. It showed me the owner whom I bought the car from and the one before him. With the other guys name, I tried to track him down, but no luck. Too much time had passed and his name was too common.
