I'm showing 162 consecutive VINs with 72-0406 (CHP) at the beginning and 74-0637 (Oregon) at the end. The very last "confirmed" CHP on the list also happens to be the 154th on the list.

CHP did get a "T&E" car each year for inspection purposes. I'll go dig out the CHP documentation and see if the VIN is noted on the form for the '89s. If it is, and is consecutive with the others, we may have our answer.

No VINs on the CHP "Pilot" cars (thank goodness), but several docs that make mention of receiving the one car early. Here is one from '86....the letter says "please build item #5000 and hold for inspection."
