I've never seen this, is it common?

this car has what appear to be factory wheel locks.
This is the jack handle, and the lock key.
Note the tether that is attached to the jack handle, it is designed to loop around the lug key and keep it with the handle!

Rear Diff tag is in place, and the date code is correct.
