Could be the dimmer switch. Mine does the opposite. I try to adjust the dimmer wheel to keep the dash lights on, ( when headlights are on ) but it turns off.
It's a fine line on the adjustment to keep it on when headlights are on.

Dash lights are never on when headlights are off.

I replaced the switch with a newer used one, it was worse.
I am going to purchase a new dimmer switch to solve the issue.

Mike could be right as well, might also be the headlight switch.
