The unit numbers are a four digit number, and they do count the zero. For clarity, the roof numbers were four digits. The tag numbers had the zero omitted, then.
Notice that on the accident reports the tag numbers do not omit the zero either. Now the cars do not have roof numbers and the zero is not omitted on the tag.
