I've used CLR to remove rust stains actually from fabric and also I would suggest calling your local water department as CLE's Dept of Water has a group that deals with rust on fabrics when piping goes astray and damages people's clothing. They provide a solid chemical much like CLR to help in removal of rust from fabric which does work well in the washer or added to cleaning solutions.
