That VIN is in a group of 50 consecutive cars that includes a FHP Mustang with DSO #24-0478 (one off from this one). I looked on the Florida DMV site...
https://services.flhsmv.gov/MVCheckWeb/InquiryView.aspx ...but that VIN did not return with a hit. The next VIN did show DMV history that included a police branded title. If you can get a look at the VIN label, see if it shows the FHP colors (W1677 and M1724), like this one:
