Unfortunately, yes. I paid Dave in full in March 2014 for the NYSP decals, and gave him a deposit for our '89 LSP, '86 ISP, '90 NMSP, '85 OHP, and '89 UHP sets. I was told in February 2015 the NYSP decals were done, that they just needed to be cut. I was told in June 2016 that he would start shipping things out in two weeks. Still waiting...
