Many agencies installed them. CHP is a great example. Many officers did so on their own, so they could hear what was going on in adjacent jurisdictions. It sucks not having interoperability via radios.

The Missouri State Highway Patrol commonly installed scanners, for instance in 1990 and 1993 SSP. It was installed in a different location, in those 2 model years.
