My 1988 WSP is item #108 on the auction list. Yes SP0770 would have been the license plate number. SP is State Patrol and 0770 is the assigned Trooper's badge number.

More recent photos of the 1988 US Border Patrol SSP surfaced online showing its fresh paint in their museum. Those photos were added to the car's page in the Project -

I think this 1988 US Secret Service SSP is a known car to several folks in the hobby:

This one showed up online, and is interesting. The top Buck Tag has the correct DSO number (21-0133), but the tag below it has a different DSO number (21-0092). That is the same tag number from an earlier batch of 1990 GSP cars. It looks like Ford sneeked in a leftover GSP tag on this car.
