I posted that last reply from my phone (at work), and it cut off like half of the post. Sorry if you thought I was being short with you.

I guess that an individual agency could have done the modifications....but I don't know of any personally. There was a guy in VA in a small dept. not too long ago that did a ton of mods to a former Fish/Wildlife car (DSO 83) and put it back into service. I would think that most agencies were too worried about liability to allow much of that to happen.
