Default FHP mounting speakers behind seats

was it a prevalent practice for fhp to mount the motorola radio speakers behind the console on tranny tunnel side?

i found what i believe are two holes for one on my unmarked 198 and while working on my marked 1763 tonight, noticed holes for what appear to be one as well on its tunnel side behind console

I was told by a trooper that they mounted the hand held walkie-talkie / charger on the passenger side, rear seat hump.
