You would need to look at the bid paperwork. It is possible that the dealer figured that they could add them for less than Ford wanted. Back when cars weren't quite such a pain, it was more common for dealers to install the spot lights, broadcast radio, etc... The upfitter that I worked for sometimes sent a couple of guys to a dealership and installed dozens of spotlights at a time, usually after hours. Somehow they were able to buy the lights and pay our guys to install them and have it come up less than paying GM for the option, and the car was delivered to the customer with the light. Ever rising labor rates and wrap around door frames kind of put a stop to it. My '95 Chevy even had dealer installed cruise.
