To elaborate on what Mike said, eBay is removing listings on cars that have emergency equipment installed. They do not want to fascilitate an imposter who is looking for a car to use to pull over unsuspecting drivers (yet eBay allow ads for emergency lighting where anyone could create their own "emergency vehicle"). Obviously, these SSP Mustangs are collector vehicles as opposed to late-model Crown Vics, but those are the rules eBay chooses to enforce. I have seen some listings where the seller will black out the lights with Photoshop/MS_Paint and leave the car visible. I guess the situation on eBay serves as a reminder that these cars are illegal to operate on the street (rare exceptions exist for certain states in terms of antique police cars, but y'all understand what I'm saying).
