I do not always comment when I add SSPs to the Project. We are roughly 10 cars away from crossing the 3,200 mark. I haven't ordered any Marti Reports in a while, but I may order a couple to lock in the range of Nevada SSPs for 1986, as discussed here:

By ordering 2 reports, we can add 9 more cars to the Project. That should be a pretty good bang for the buck! :)

Mick, thank you for providing the correction to the VIN data. I have changed the 1987 VIN page, and used the documentation from HF170655 to create pages for the other cars that were listed. Here is one example of the new pages, which include a clear listing of the data that I prepared in Excel -

Note, there are over 3,200 documented SSPs in the VIN Project at this point, and that only counts the 27 CHP cars from 1982 which are well-documented, not the entire batch of those VINs! We would be over 3,500 cars if we counted all of those too! 'Not bragging - just proud! :)

Is there any way to find out what "from the factory" color was the least used on a SSP or what colors were never used (or not an option/available) on a SSP in a particular year? I would guess that "Almond" & "Tropical Yellow" were probably never used in 1989 (or any other year), but I could be wrong.

I believe there is a tropical yellow SSP in Washington. Has chrome ponies on it, IIRC.

I recall an Almond Gov't SSP out there, not sure what year it was....is 1989 only year of that color?

Stumbled on this car. First I've seen with this DSO. Interesting that it falls at the beginning of a batch with confirmed GSP's. AutoCheck shows first titled in Smithfield, VA with 96k miles in 08/2002. Owner is going to check for the buck tags for me.

KF262058 also spent a bit of time in VA. Registration was in Smithfield, VA from 1996 through 2005. It and KF262059 seemed to have been manufactured approximately two months prior the GSPs (06/1989 versus 08/1989).

AC report for KF262060 was inconclusive. No records past the 'manufactured and shipped to dealer' entry. But it was manufactured closer to the GSP group than it was to the first two that went to VA.

DSO '17' is Washington (DC). It changed to '27 in mid 1992.

That is most likely the situation. I guess there's a small chance that the owner took the tags off and misplaced them, sold the car, and later found them. Like I said, there's just a small chance of that. More than likely the seller stumbled across the car in a junkyard and took them off in order to make a few bucks by selling them online. :No no:

Bobby, I made the requested edit, but in your text you listed his badge number as #561, not #581 as shown in the records. Was it a typo in the text, or do we need the change the name of the Trooper? Also, we will continue to only list the first initial of the Trooper to help preserve his identity. Here is the updated page for this SSP -

I made no mention of this car being totaled in-service (with the door being used on another GSP unit), but we can make that notation if you'd like.

Bill, I now know of at least three donor GSP doors on other GSP Mustangs (another with a non GSP donor door) Maybe we should notate them so if they did escape the crusher or Fire Training Center, it will be documented. But for the most part It can be considered scraped? If one does happen to turn up we can then add it as parted by GSP then rebuilt after auction... Just a thought up to you and Mike though...

Bobby, you quoted my post prior to my edit where I mentioned the car being totaled. That is an assumption on my part, since the car could still exist even though GSP probably sold it as scrap. I changed the page to say the car was wrecked instead of saying it was totaled.


This particular car I am trying to track down. It most likely has been sold as scrape now. But was still around two years ago. It was hit hard in rear quarter but was pulled and quarter cut off and his body man would not finish it. Since then the prior owner (which bought it at auction) has died. I'm waiting to hear from his sister that managed his estate to see if it's still around... Side note the present owner of these two GSP's in prior picture plans to replace both doors, fenders and hood with mint ones he has saved for its restoration. I have made a deal on those body panels so IF the car turns out to still exist I'll will have the original door. If not I'll have some cool wall art lol

Yes sir but one small detail the door was swapped by a dealer that bought these cars to part sale etc. His yard mechanic broke the drivers window so he swapped the doors instead of simply swapping the glass :eek: so door was not swapped by GSP. It is rumored this dealer bought probably 50 or so of these SSP's including some FHP's. He had a large Mustang business back in the day. The GA folks will probably know whom I'm alluding to :p

I decided to order four Marti Reports. Three are likely Pierce County Sheriff Department cars (one being #1312 - the white K-9 unit). The fourth report is for the VIN immediately after the final PCSD car (#1317) to lock in the VIN range. Their website said that I should receive the reports by the end of this week. :) I see that Marti raised the price on Standard Reports to $18 each, for those who are interested.

Yes, the PCSD ran their unit numbers sequentially based upon the VIN. According to Ryan, around that same time period they had a different way to create a car's unit number:

1st Number = Last digit of model year.
Next Three = Last 3 digits of VIN


Some of the early photos of Ryan's and Robert's restored cars had this numbering system on them. Ryan's car (now mine) had 8164 on it in some photos. The PCSD Mustangs may have started out with 81xx numbers and were switched to the #13xx numbers, or they may have always been in the #1300 - #1317 range. That is why the 81xx numbers are also listed on each car's page in the VIN Project, since we do not know exactly when they changed the numbers.

I recently bought a non SSP coupe from a guy in Griffin Ga. He showed me his project and turns out it was a 1989 SCHP. Get this, he had just painted the passengers door jam and was prepping the drivers. I explained about the numbering system and ask if we could do a little sanding to recover the #'s he had just primed over. You could make them out better in person but they were there. Here are the pics of his unit #'s that were just about 15 minutes away from being lost forever...

I just picked up a 1988 FHP Mustang here in PR. It has all the markings of a SSP, Certified Calibration speedometer, holes on the left and right side of the center console, DSHMV sticker inside the glove compartment, a pillar hole for spotlight, 2 buck tags, drivers side trunk release button and in the roof line where it meets the rear drivers side window you can see the tan color under the black paint.

This car shows a SCHP unit number, but the Buck Tag says NORTH CAROLINA. The DSO 22 is for Charlotte, and there are other SCHP Mustangs in same batch of VINs ordered under a different DSO number. We can only speculate why the tag says NORTH but the cars were used by the SCHP.

'91 RCMP to add to the Project. One picture is the RCMP service folder with a ton of records. I scanned one of the service reports for an oil change in 07/14/93, that indicates RCMP, VIN 146954, and the unit number 6G8.

A 1990 NCSHP Mustang recently popped up, which I just added to the VIN Project -

So it's the same DSO number, but from different batches of VINs. I've seen this before with some 1984 SSPs, but none this late in production that I can recall. It's an oddity in terms of how Ford sequenced their orders. With there being civilian cars in between these two VINs, it sadly demonstrates that finding a VIN in between two SSPs with the same DSO number does not guarantee that the car is a SSP as well. That is one of the reasons we do not make any assumptions when we add a car to the Project.

I wanted to revisit a 1998 SCHP Mustang that we already added to the VIN Project. I believe that it has changed hands (again). Photos of the VIN label and Buck Tags were available, so I added them to the page. It is worth noting that the Buck Tag on this SCHP Mustang says "NORTH CAROLINA" -

As a refresher, DSO 22 is Charlotte, NC. The other two SSPs in that batch of VINs (which are unconfirmed SCHP cars) also have the same DSO number.

I wonder how many "typos" we're going to discover? I remember my Dad having a all original 65 coupe that had a "A" code stamped on body but a "C" code on door tag and buck tag. Car was 100% original and never wrecked. I wish he had kept it... I've even owned one of the 1970 Boss mustangs that were misstamped with a 4 instead of 0 for first digit in vin... But anyway I'm sure they're some out there which will be very confusing as they're discovered...

Thanks again, Bill....a suggestion would be to re-word the MSHP vehicle number info listed on the page for this new one of mine to be like my white 1993 MSHP SSP...they don't really have a unit number, per se, but the Inventory Number stayed with the vehicle regardless of assigned Trooper.

I am only asking this because others obviously know more about MSHP that I do.

On some of the pages I see "SHP #" which I would assume is an acronym for "State Highway Patrol #". On the other pages I see "P Number" or "P#" which I assume the "P" is shortened from the "SHP" on other pages.

Where did "inventory" come from? I don't see that on any of the pages for this unit. Is that something that came from research on another unit?

A car popped up on FB that is interesting. According to Bobby it served with the Camden County Sheriffs Dept along the most Southern part of Georgia along I-95. Pretty cool! It is the second car in a group of 12 consecutive VINs with some TxDPS cars at the end of the batch.

I am only asking this because others obviously know more about MSHP that I do.

On some of the pages I see "SHP #" which I would assume is an acronym for "State Highway Patrol #". On the other pages I see "P Number" or "P#" which I assume the "P" is shortened from the "SHP" on other pages.

Where did "inventory" come from? I don't see that on any of the pages for this unit. Is that something that came from research on another unit?

I missed this earlier. The MSHP is the initials for the Missouri State Highway Patrol. I've seen people use SHP as a general abbreviation for State Highway Patrol. The MSHP assigns P Numbers to their vehicles and my understanding is is an Inventory. I don't know how they mark them today, but with the SSPs a metal rectangular plate was affixed in the inside driver side door frame (engine side) and that plate was stamped with the P Number.

The P Number is not a unit number or something a dispatch would use to call out to a certain vehicle on their radio. The number on the MSHP license plates is the Badge Number of the respective Trooper assigned to the vehicle. The MSHP SSP paperwork I have for 1993 and 1990 have hand written P Numbers, by the MSHP, written along side VIN numbers. The MSHP no longer has Trooper Assignment records for SSP Mustangs. So...on the surface you can't correlate a P Number to a specific assigned Trooper. But if the vehicle was in an accident and you obtain an Accident Report it will have the P Number, Plate Number and Assigned Trooper info. Photographic evidence can help, in some cases or in some cases verbal input from Troopers who knew a certain P Number and the Assigned Trooper.

For my recently acquired 1993 MSHP, I know the P Number as the plate is still present in the car with the stamping. More importantly, I have direct documentation from when they sold the SSP, from the MSHP Purchase Order paperwork and service documentation confirming that P Number to this VIN number. I have also spoken with the Assigned Trooper gathering much info on this MSHP SSP. Hope this helps.

In the case of the FHP above. It is already verified by paperwork in the vin project. I was not able to get any pics of buck tags or anything other than vin # but would it not be a good idea to post pics in the project for documentation in the future? In case it gets restored in the future and was claimed to be a "all original SSP" for example... Just a thought...

Interior was switched out to black, dash and all. Id sayMike is spot on... Looked like the guy sanded the tops of the letters and numbers to make them stand out more...

Attached is the first of three Marti Reports I recently ordered (the other two have not yet arrived). I also attached a photo of the VIN label, which shows DSO 83-0809.

The Marti Report does NOT list the SSP option. That was disappointing, but it was a factory two-tone Four-Eyed Mustang. Pretty cool! :cool:

Previously we identified a black SSP "Marketing Vehicle" that was equipped the same as the 1982 CHP Mustangs (except as noted on its Build Sheet). Here is a link to that car in our VIN Project, which includes its Marti Report -

We pulled a Marti Report on the second car in that 2-car batch of VINs to see if it was also a Marketing Vehicle. Attached is a copy of that report. Sure enough, it was a WHITE Marketing Vehicle equipped almost identically to the black car (except this one had the high altitude emissions option), and it was ordered by Ford in Arizona.

I wonder if this car happens to be the one pictured below?

The other black car CF234608 does not list the SSP option on the Marti Report either, but the Build Sheet does state that this car was to be built with the same options as the 1982 SSP Mustangs for the CHP (except as noted on the sheet). Given the wording and the six digit DSO number, the black car should be considered a SSP. The white car appears to be optioned the same way as the black car, but without knowing the wording on the Build Sheet we may not be able to call it a SSP despite the six digit DSO number (even though it is likely the car in the Arizona DPS photos).

I think the special order number for CF234609 should be 0201, not 0102. I would contact Marti to confirm.

Kevin replied back last evening to say that the DSO is correctly listed on the report as 750102. He said that it is irrelevant that CHP used 0102 because the last four digits are assigned within a district sales office. He said that each office could use 0102 if they wanted for their own independent use. Kevin agreed that since this was a marketing vehicle, it may have been for ordered to convince the Arizona DPS to buy some SSP Mustangs.

So I learned something about how the DSO numbers were assigned. It's fun to learn new things about these cars. :)

I love it when new information surfaces, even if it is only new to us (if you know what I mean).

It would make sense that the order numbers from different DSOs would similarly increase in number as the model year progressed. And given the range of orders I could see why we would not have picked up on this on our own. Kevin was very kind in his emails, given that this tidbit of information was probably something he would consider to be common knowledge.

The "Application For Fleet Contracts" PDF that Jonathon attached lists five VINs (in red below), one of which was already a known UHP in the VIN Project (FF206809). Also interesting is the "Unit No./Operator Name" next to the VINs. Wonder if that's a car #, or badge #, or plate #, etc?

The remaining cars from that DSO number must be somewhere on the list of 1985 VINs. This is not the first time we've seen Ford divide a DSO into more than one batch of VINs with civilian cars in-between (in the early years of SSP production, at least).

I think you are probably right about the skipped VINs in that batching sequence and that they are all part of one batch. GF257563 is another one of those missing VINs which has confirmed SSPs with the same DSO number on either side of it in the Project.

So there is a 154-car batch of 1985 CHP cars (DSO #72-0406) that has two VINs just prior to them in the same batch. Both of those cars were thought to be civilian vehicles. That year the CHP ordered 155 cars, so we knew there was another 1985 CHP car that is not part of that DSO batch. It is my understanding that the CHP would order a single Pilot Car to test the upfitting requirements of the new model year. Well, it turns out that the missing car was the VIN immediately positioned before the group of 154 cars. FF234785 was ordered under DSO #72-0405. I just received the attached photo of that car's Buck Tags and will add it to the Project. :)

FF234785 is currently marked in the VIN Project as "not a SSP". Was a Marti report run on this VIN before that showed it with a non-special order DSO and without 'Special Service Package' in the equipment list?

Mick, I do not recall the reason behind identifying FF234785 as a civilian car. I thought that maybe we had run a Marti Report on it but I did not find one for it. I know we established the VIN range for DSO #72-0406 by finding the last VIN and counting backwards. I will update the Project tonight when I get home to add FF234785.

The Buck Tags were sent to me by a gentleman on Facebook. He also has a 90 CHP that I will be adding to the Project (actually, I have quite a few updates to make).

To expand upon this, CHPMustang was EXTREMELY lucky to be able to obtain a photocopy of his car's Assignment Card before they were all tossed into the trash by the CHP. Attached is that card, which will be used to add his car to the Project. Note that his car replaced #E435221, which we know to be this car:

As a 1989 model, #E435221 was a run-out by May of 1991 and had racked up over 90K miles in about two years. That isn't remarkable, but it does show how hard these cars were used in a short period.

The wording on the Build Sheet for Mike's black 82 clearly shows that it was built in a similar way to the SSPs the CHP ordered earlier that model year.

To expand upon this, CHPMustang was EXTREMELY lucky to be able to obtain a photocopy of his car's Assignment Card before they were all tossed into the trash by the CHP. Attached is that card, which will be used to add his car to the Project. Note that his car replaced #E435221, which we know to be this car:

As a 1989 model, #E435221 was a run-out by May of 1991 and had racked up over 90K miles in about two years. That isn't remarkable, but it does show how hard these cars were used in a short period.Yep, it took the Bakersfield office just over 16 months to roll 97k miles onto my car. Lots of wide open spaces out there in the Central Valley!

Here's my take on it (and why it's listed in my sig as an SSP).

The build sheets I have seen (and held in my hands) for '82 CHP cars do not list the SSP option; only '83-up has that wording on them. I haven't seen the wording on pre-'84 SSP buck tags, either.

We've used the 4 digit DSO + bucktags, buildsheets, + other documentation to try and establish "SSP status" of many cars over the years. The only items that concretely identify a car with the option are an original window sticker, Eminger invoice, or post '82 build sheet. We are certainly not experts, but this is what we've figured out up to this point, correct?

While the Marti report is a great resource, there have been mistakes/omissions with them. The 16 inch wheels listed on many '92-'93 cars, or as in my '82, the 185/14 wheels, are examples. Not running them down, just pointing out that the reports aren't perfect.

Nowhere in the Marti report for 234608 do any of the SSP options my '82 car has on it appear. The car has single-key locking, for example. I have all 4 original 14 inch SSP wheels. It came with the '82-only certified speedometer. Remote relocated decklid release, etc. We know that these options were not available in regular-production cars. They were, however, included on the '82 CHP cars, as shown in this Eminger invoice:

That's why I'm good with the build sheet. It was built just like the CHP units, and we have accepted those are SSPs, with out the SSP nomenclature listed anywhere but the Eminger invoices.

Thanks for weighing in. I will clean up the wording on the two 1982 Marketing Vehicles to ensure that we are not overstating anything. We'll just stick to the facts as we know them presently. If anything new turns up, we can adjust as needed. :)

Eminger invoice for the "prototype" car, CF148027, says 'Police Demo' on it.

There was not an Eminger invoice available for the "engineering mule" car, CF197277, but supposedly it was ordered with the same 'tag' as CF148027.

CF197277's deluxe Marti report shows it was ordered as a 'Marketing Vehicle'.

The latest updates were made to the 1982 page. The language at the top of the page was revised, and the Police Demo and 3 Marketing Vehicles are included/updated. Only Mike's black Marketing Vehicle is listed as a SSP due to the wording of its Build Sheet. The next VIN (the white car) probably is a SSP too, but we cannot confirm that at this time.

Yes, plus the documentation allowed us to confirm a few other SSPs in that DSO number. We know there were 25 cars in that DSO, but it looks like Ford built them in (at least) two batches of VINs and we have not yet found the other batch(es) for the remaining 16 cars. A few strategically picked Marti Reports could locate the right batch, or we could run a few CARFAX or AutoCheck reports if someone had an account.

Yes it was a real FHP car. Seen in the VIN bunch.
August 1990: Bought at State Auction in Deland, FL and driven back to St.Louis, Missouri by me. Titled in Missouri. 88,384 miles.
May 1996: Sold to second civilian owner. 153,305 miles.
January 2002: Last known record in Missouri; Auto accident- right front damage.

Thank you. I have no regrets about putting my time into the Project. It is much easier to manage at this point. We will continue to add more SSPs as they show up. One day we should have all of the GSP cars confirmed which will get us near the 4K mark. That's not too shabby. I like seeing cars posted for sale when the seller includes a screenshot of our Project. That's all the payment I need.

EDIT: I should add a huge THANK YOU to Mick for his time and effort to establish the VINs for the V8 notchbacks. We would not have been able to get this whole thing started without his contribution.

Another leasing company SSP popped up on Facebook. The owner was willing to share photos and we are able to add it to our VIN Project -

This 1989 SSP was purchased by Peterson Howell & Heather (known now as PHH Corporation) which is a fleet leasing company (much like the AVIS and GELCO cars that have been confirmed). The first user of this vehicle is presently unknown. Pretty cool! :cool:

In some respects the hobby was isolated for a long time with the forums. Given the advent of Facebook and the number of users on there, it has opened up a whole world (literally) of people with SSPs looking to connect with other SSP owners and learn more about their SSP.

I find that many FB users have little to no knowledge of how the hobby evolved through the first message boards and forums (I'm not being derogatory; we all started out new to this hobby at some point). I hope that this forum will continue to be a vital source for SSP information. That is why we continue to focus on the cars and their history. MANY automotive forums are struggling to remain relevant and their lack of activity points to their eventual demise. FB is good for buying & selling, socializing and networking, but I want to see our efforts here continue for many years to come.

I parked a FB group years ago......SpecialServiceMustang.net. I have no problem publishing it and creating another venue to hang out and socialize. However, I agree with what Bill posted. I'd like to continue to see this place exist and remain relevant. I think because of the VIN project, and the focus we maintain here on researching the cars, we will continue to do so.

On the other hand, the FB groups are a free-for-all and there's a ton of misinformation and ridiculousness (not the cool MTV show) going on there.

I volunteer to be the negative nelly. I see so much ignorance on FB with parades, light shows, modded out cars, misinformation and on and on and on and on that I grit my teeth at least once a day. This forum exists because of the need to isolate said ignorance years ago. In this environment it can be controlled and I say we leave it as it is and navigate Facecrap at our own peril. This forum doesn't require 50 posts a day to be relevant and I am of the opinion the grass growing on social media is mostly crabgrass.....

ANYONE that has an SSP or has a friend with an SSP car is well aware of this place. If not they are easily directed here via our input on FB.

The best part of FB is that I just block the douchebags of yesteryear and roll on.

Too much vitriol on those Facebook pages from Trolls and Johnny Come Lately and not enough clamping down on those people. Too interested in approving everyone who wants into them just to increase "member counts" while dumbing down the dialogue and increasing misinformation. It's dizzying, sometimes. Successful forums, don't put up with that stuff. I think that "space" has room for an SSP focused page, that seeks to differentiate itself from the pack by having the discipline of a forum like this. Just my 2 cents.

Working through a bunch of my old photos, I can now match up shots I have of a 1989 CHP that's in the VIN list - 1FABP40E2KF211181 (CHP plate E435128) was converted to a race car and as of 2013 still exists in that form.

Here is my son's 1992 SSP Mustang. I believe it was a marked NCSHP car. It was solid black when purchased, the paint was in poor condition, almost stove black. The top of the car looked like the paint was down to the metal, which turned out to be silver paint. It has the NC division of crime prevention sticker on the dash, also the badge/card holder was there also. The last 6 digits of the VIN are 119618. We repainted it, while sanding the car we found silver on the sail panel and in the center, but not above or below. I don't know how to verify that the car was a marked patrol car, but the silver makes me think it was. Any information you can share would be greatly appreciated.
