I failed to notice that, Mike. Interesting! As I recall, the tilt option was discontinued in 1990 with the new driver's side airbag. Right?

That is correct. 1FACP Mustangs did not have tilt steering wheel.

This one was recently added after the owner posted the Repro window sticker online. The ordering dealer was in Louisiana, and the subsequent two VINs are suspected LSP Mustangs (although they have a different DSO number than this car according to the window sticker).

I spent several hours organizing my files of photos to prepare new pages for the Project. Presently, I have 59 new pages to add, as well as 25 confirmed SSPs with add'l photos to add. With so many to work on, I am taking this in small bites.

Find one and add 9 more!

I was contacted by someone on FB who has an 89 FHP that he wanted to add to the Project. The VIN ends in KF212035 (http://www.specialservicemustang.net/VINlist/FHP/1989FHP212035/info212035.htm) (the link goes to his car's new page). His car is part of a batch of 120 consecutive VINs with what is believed to be mostly/all FHP cars under different DSO numbers. Previously, we have used DMV records to confirm when suspected cars have Police-branded titles. The problem is that we only use this information when the VINs fall within confirmed SSPs that have the same DSO number. The new car's DSO is 24-0251, which is the same number as KF212047 (http://www.specialservicemustang.net/VINlist/FHP/1989FHP212047/info212047.htm). That means the VINs in between with police-branded titles can be added to the Project. So an additional 9 cars were added. Here is an example -

KF212036 (http://www.specialservicemustang.net/VINlist/FHP/FHPdmv/info212036.htm) (which appears to have been totaled)

Note, the DMV screengrabs were done in 2012 at the beginning stages of the Project, but these cars couldn't be added until now. Pretty cool!

I have confirmation from Hall County Sheriff's Office in Georgia that this car did serve with the department. They sent me these pictures. They also confirmed the other 2 believed to be in-service with Hall County. This one is the dark blue, the others were dark grey and white.

The information from Hall County may be incorrect. I just received confirmation from The State of South Carolina that my car was registered titles, as new, to Florence County, SC. This is also the county in which the selling dealer was located.

You both may be right. Those unconfirmed Hall County cars are part of a 16-car consecutive VIN batch where that DSO spans more than four cars. So three cars may have gone to them and the rest were sold elsewhere. Does the front bumper on your car show any mounting holes for those round lights?

No it does not, nor were there any holes in the roof for the mounts or wiring. I even checked under the weatherstripping.

So I hinted earlier about some good things coming from Kevin Marti. Well, he and I have developed a mutually beneficial relationship. You see, some of the photos we find and publish in this Project contain unique information that Kevin needs to confirm data he provides. For instance, some VCL VIN labels found on the driver's door have specific spring rates listed for certain DSO numbers he needs. Kevin has ID'd those DSO numbers, and I have sent over the ones I have. For each needed photo I supply, he has agreed to run 3 standard Marti Reports. In this most recent instance, I supplied him with 21 photos which equates to 63 Marti Reports. That is HUGE!

I have VIN-specific folders of photos for cars that we suspect are SSPs, but the documentation is lacking. In other instances, there are VINs we suspect are SSPs, but we just do not know for sure. So we are using these Marti Reports to confirm a bunch of SSP Mustangs.

Here are two examples of what these new reports are able to add to the Project:

Here's one that is interesting. Y'all may remember a 1984 SSP ordered by the Georgia Division of Revenue -

EF227282 (http://www.specialservicemustang.net/VINlist/MISC/1984GADivofRev227282/info227282.htm) DSO #21-0479

Bobby (kapracing) owned this SSP at one time. It was Dark Academy Blue and was part of a 2-car VIN batch. Nothing was known about the other car, until now -

This car was ordered by the same dealer in Georgia as the other SSP, and the DSO number is one digit higher. This one was painted Dark Charcoal Metallic. Who knows what the history may have been on this SSP? Perhaps it was another "Revenuer"? :)

As most of you know, Mick/foxchassis was instrumental in assembling the VINs for this Project. He is very active with Four Eyed Pride, and our Project could not have been done without his efforts. So every once in a while when I would be running Marti Reports I would include some VINs that he needed.

In our latest efforts, Mick had 3 VINs of interest. As it turns out, the cars below are the first Saleen Mustangs from 1984. I could be wrong, and I will be happy to edit this post if needed, but I believe these cars are the first Saleen Mustangs.

In 1984, the CHP reportedly ordered 250 SSP Mustangs. It was thought that these cars ordered under DSO #72-0086 were divided into two VIN batches, which is unusual for Ford as cars within a specific 6-digit DSO number were typically batched together.

The first batch of confirmed 1984 CHP Mustangs contained 136 consecutive VINs, and the second batch had 125 VINs. Some of the last VINs in the first batch are not confirmed CHP cars, so we figured we had all 250 in those two batches. Well, not too long ago a 1984 CHP car popped up whose VIN was from a different batch of 16 cars with a different DSO number -

So we used our access to Marti Reports to determine that the first and last cars on that batch are also from the same DSO number.

That makes it 99.9% certain that all 16 cars are also CHP cars. I guess we need to take a closer look at the unconfirmed cars in the first two batches. Once that is done, we can assert whether or not the CHP truly order 250 cars in 1984.

Allow me to give another shout out to Kevin Marti. With his reports we are able to confirm the remaining 1988 SSP Mustangs from Pierce County Sheriff's Department. They ordered different color cars this year:

Cabernet Red . . .11 units
Oxford White . . . 5 units
Light Grey . . . . 1 unit
Med Shadow Blue. . 1 unit

. . . . . . . . . 18 units total

Here's an interesting one that popped up on Ebay over 10 years ago. It was an SSP used by the Fire Department in Lake Worth, Florida. We had a photo of the VIN label, but nothing to confirm the SSP option until we received the Marti Report -

The car pictured in the link does not have any agency-specific documentation tying that VIN to this car, but it was ID'd at some point as the VIN for this car. So the listing is marked as "unconfirmed", but there is no question that this VIN came factory equipped with the SSP option.

Below is a photo of a relatively new Charger from Brooksville PD. The graphics have not changed much.

Here's an instance of there being one DSO order number with cars sold to multiple agencies. We had already confirmed an SSP from DSO #72-0491 that was allegedly sold to Hermosa Beach Police Dept in California -

There were two other cars whose VINs were close in number to this car which were sold on ebay in the mid-2000s. In those ebay ads, the respective sellers listed the agency/city that originally purchased these cars. By ordering Marti Reports, we are able to confirm that they were all ordered under the same DSO number.

I have confirmation from Hall County Sheriff's Office in Georgia that this car did serve with the department. They sent me these pictures. They also confirmed the other 2 believed to be in-service with Hall County. This one is the dark blue, the others were dark grey and white.

I have just received a call from Florence County (South Carolina) Sheriff's Office, their fleet manager confirmed this car and it's ID number as one of their's. Based on the title information from SCDOT and this confirmation, I am ready to say this car was not Hall County and was in fact Florence County. He started there in 1989, and remembers this car, it was a NARC car and even remember the deputy it was assigned.

The above SSP was just verified with a Marti Report, but the car popped up on ebay back in 2008. The seller claimed it was never used in-service, so we have it listed that way. It is a single-VIN batch not paired with other VINs.

There are MANY instances in the Project like this. Although it may be 99.9% certain that a VIN(s) is part of a batch ordered for a specific agency with other confirmed cars around it, there isn't (to-date) documentation to confirm that specific VIN(s) as being part of that DSO number or agency purchase. Here's another glaring example: there are a bunch of unconfirmed 1982 CHP Mustangs not identified as such because there is no specific documentation for that VIN.

Here's a 1993 SSP that appeared on Ebay back in 2008. At that time, the seller said the car was originally ordered by the Greensboro NC Police Department.

We had a folder of images from a 2007 ebay auction on a car that is two digits away from the above car. There was nothing to confirm it as an SSP until we ordered a Marti Report for it. So we can now confirm it as having the same DSO number as the above car. There is nothing to confirm with certainty that it was used by Pineville PD, so it is listed as unconfirmed usage -

Here is an interesting car in which we waited 9 years to confirm as it being an SSP -

This SSP was listed on Ebay in 2011. This car was noted as being in/near Las Cruces, New Mexico, and it has a property tag from Doña Ana County, New Mexico. Both door moldings also show a cut-out where an agency logo/seal would have been located. We ordered a Marti Report, which is linked on the car's page. Note that it was equipped with the High Altitude Emission System, which is something you rarely see on a SSP option sheet. Pretty cool! :cool:

Here is my son's 1992 SSP Mustang. I believe it was a marked NCSHP car. It was solid black when purchased, the paint was in poor condition, almost stove black. The top of the car looked like the paint was down to the metal, which turned out to be silver paint. It has the NC division of crime prevention sticker on the dash, also the badge/card holder was there also. The last 6 digits of the VIN are 119618. We repainted it, while sanding the car we found silver on the sail panel and in the center, but not above or below. I don't know how to verify that the car was a marked patrol car, but the silver makes me think it was. Any information you can share would be greatly appreciated.

After a discussion on FB with GregW, I went through our VIN pages and counted the consecutive unit number batches where a SSP has been documented. Knowing that SSPs were generally produced in batches, I figured that we could identify the batches with known SSPs to come up with an estimate for how many SSPs may be grouped together using the information in our VIN Project.

It is important to note that there are three critical flaws with this logic:

We know that civilian V8 coupes were sometimes thrown into the mix of known SSP batches. So far, we have seen this occur prior to or just after Ford ran a batch of specific DSO cars. So it is reasonable to believe that there are an unknown quantity of civilian cars as part of the CUN batches containing SSPs.
For the most part, our Project only lists CUN batches for 3 or more cars. We know that Ford also produced SSP Mustangs in singles or pairs, but it is uncertain how many SSPs were produced in single/double groups. Only known singles or doubles are included in the estimate.
There are surely CUN batches that we have not identified yet as containing SSP Mustangs, so obviously those batches cannot be included in the estimate at this time.

So using this flawed estimate, we can account for an estimated 10,404 SSP Mustangs.

Despite the flaws, this estimate provides a quick glimpse into how many cars our VIN Project may be able to document. This number will only increase as more SSP Mustangs turn up. When I did this same exercise in 2012, there were only 8,300 SSP Mustangs estimated. But even at 10,404 units we are still quite a bit short of the 15K units that have been widely accepted for SSP production.

NOTE: This is only an estimate and should not be taken as a claim that only 10K were produced by Ford. Unless some documentation miraculously is discovered, we will never know the exact number of SSP Mustangs produced by Ford.

Thanks to MikeM for providing two vintage photos of a true FBI Mustang. It is a SSP that has the same DSO number as other confirmed Government cars. This one is interesting because it was used at Quantico for EVOC training purposes.

The first attached photo was posted on FB (thanks Mick!). It is the Buck Tags from a 1988 FHP which is contained in a batch of SSP Mustangs from various agencies. Thirty-two of the VINs near this FHP have "POLICE" branded titles according to the Florida DMV website. By getting Marti Reports to confirm matching DSO numbers, we should be able to add all 32 VINs to the Project.

I was messaging with a guy on FB who recently bought a 1990 SCHP Mustang (it's already in the Project). In talking about order quantities by agencies, it got me thinking about the Federal / GSA cars. Although it is unknown how many of these mostly mysterious cars were ordered, we can make an educated guess. By looking at VIN groups with known GSA cars, we can add up the batches to estimate how many SSPs may have been ordered. Using this method, an estimated 474 SSP Mustangs were ordered by the Federal government. That would make the Federal government the 5th largest single purchaser of SSP Mustangs (behind CHP, FHP, TxDPS, and SCHP).

It's just a guess based upon current information. As more cars surface this number may change. But pretty cool, huh?

This 1988 Colorado State Patrol SSP popped up for sale on FB. A tree fell on it during a recent storm, causing damage to the passenger side 1/4 panel and roof. The car is a roller and isn't too far gone to be saved. The owner is struggling whether to fix it, sell it, or part it out. Regardless, it will be preserved in our Project -

Most of the confirmed 1988 NHP cars are part of a much larger batch of VINs, so I only counted the immediate VINs that are part of the three confirmed cars. There is another confirmed 1988 NHP car ordered/produced later that is part of a larger batch of VINs. So it is highly probable that there were more than 8 units ordered that year (someone with CARFAX access could run those VINs to see which ones have ties to Nevada in their title history). Also, the same disclaimers listed for the estimate on the Colorado cars apply here as well - it's only an estimate. But it is fun to consider.

This 1988 CHP car showed up for sale on FB. The seller had a photo of the original Permit To Transfer Legal Ownership of State Vehicle, which names the CHP and identifies the VIN and Unit Number. I have not seen that type of documentation before.

You're right. FB reaches far more people than the forum, but it also has more knuckleheads that can make us look bad. We've seen it several times recently.

The good with the bad, I suppose. It can be managed a bit where an Admin doesn't allow the "knuckleheads" a stage.

This SSP was already listed in our Project using documentation provided by Jim Young. A picture surfaced on FB of a 1987 CHP (we knew the year because that was the only year the CHP cars were supplied by Ford without a 5.0 fender badge). Upon closer examination of the front license plate, we were able to determine the unit number to be #E422998, which through Jim's documentation we knew was this car:

Here's another one where Jim's documentation confirmed the car as a SSP - this time a 1993 FHP. This car was recently posted for sale here -

The listing on BAT makes no mention of the car's FHP Unit Number, but one of the photos was a copy of the original title, which we did not have for the Project. The title includes the handwritten numbers 1772, which means its number was FHP1772. This photo was added to the Project, along with identifying the FHP Unit Number -

This one was listed as "ARIZONA" in our Project, based upon the verbiage on the Buck Tag. Additional information surfaced and after discussion on FB, it was determined that this car was highly likely (enough for us to call it this) a SSP ordered for the Arizona Department of Emergency and Military Affairs -

There are 10 VINs in between those two which show a POLICE branded title on the Florida DMV website. In situations where there are consecutive VINs with matching DSO numbers, we have utilized these cars as a start/end point and used the DMV records to add the cars with POLICE branded titles to the Project. In this instance, we added 10 more (suspected) FHP Mustangs to the Project, just like this one:

Below is a 1993 GSA car that popped up on FB. We have seen before when paint can lids with the word "POLICE" written on them are attached to the SSP. This 1993 SSP is slightly different:

Instead of saying "DSO POLICE" or just "POLICE", this lid says "DSO PI". Could this be the first Police Interceptor Mustang? I am kidding of course, but it is an interesting variation to what we normally see.
If you look closely you will see that the word COBRA is also written on this lid.

A photo appeared on FB recently showing a 1989 SMPV (Specially Marked Patrol Vehicle) by the CHP -

The photo shows the license plate, which is the CHP Unit Number for those who do not know. 1989 is one of those years where we have most of the CHP Unit Numbers listed in the VIN Project (thank you Jim Y!). So it was fairly simple to determine the VIN for the SMPV in the photo -

That's pretty sneaky having a bra with a Mustang logo on the front of the car! I do not think I've seen that before. This SMPV car does not have any spotlights either. Very stealthy! If anyone has a CARFAX account they could check to see if this car is still on the road.

This beautiful low mileage, Never-In-Service 1986 SSP was listed on ebay a couple of months ago. The new owner has listed it again with an asking price of $34K. It is one of two consecutive VINs (likely with the same DSO number), but this car was not used in-service.

I was up early today because I had a pork tenderloin in the smoker, so I thought I would work on a few cars in the Project.

This 1991 FHP was already listed in our Project using DMV information. The car had been restored a while back and sold. The current owner has repurposed the vehicle for his business. I think most of us have seen this car, but someone on FB took some photos and was able to get the VIN off the dash to confirm that it was this restored car.

This 1993 GSA car is noteworthy for no other reason than the fact that it is the final VIN in a consecutive batch of 39 cars that are all from the same DSO number (#83-3060) -

Mick/FoxChassis sent me a photo he found on FB of the Buck Tags for an 89 TXDPS car. It was already in the Project because of the auction information provided by Tom. Due to the way this Project was designed we can always add more photos or make other necessary changes. Note that the tag says STATE OF TEXAS (meaning it could have been used in any capacity by the State), yet the car is confirmed as a TXDPS unit -

It's a CHP car that is part of the second batch of VINs for that particular DSO number. Yes, this single DSO was split into different consecutive batches which are separated by over 1,000 VINs. This example of how Ford grouped the VINs is the reason we do not automatically claim that cars whose VIN is between two confirmed SSP cars, even in consecutive batches, is also a SSP Mustang (it probably is, but we need more corroboration to claim it as such).

One of the nice things about how Mike set up the Project was the ability to easily make changes to existing pages as new data emerged. Here is a good example of this -

The above car was added to our Project in May 2021 after it popped up for sale on FB. The seller had indicated that the car was originally ordered by the Oregon State Police. The rollbar reinforced that opinion, so we used the necessary photos and listed the car as an unconfirmed OSP car. Well, the new owner recently posted up on FB that he inspected the Buck Tags and it turns out the car was ordered for Idaho. Now this could be the ISP, the State of Idaho, or even a smaller agency in the state, so we only identified the car by what is written on the tag - "IDAHO".

I'd like to thank Mick/Foxchassis for recently sending me 22 photos (including the above car) for use in the VIN Project. In most cases, these will be used to bolster existing cars in the Project. But the added value is appreciated!

...that was also used by Daggett County. Danny took the time when picking up the car to stop at the Bonneville Salt Flats in Utah. Those photos were also included in the Project.

As I was going through some electronic files, I found two photos of two similar SMPV cars from the 1989 CHP program. At the time the photos were saved, we did not have the VIN Project in full swing. Now I was able to cross reference the unit numbers on the license plates to two VINs that were confirmed CHP cars but had not been identified as being cars used as Specially Marked Patrol Vehicles.

As I was going through some electronic files, I found two photos of two similar SMPV cars from the 1989 CHP program. At the time the photos were saved, we did not have the VIN Project in full swing. Now I was able to cross reference the unit numbers on the license plates to two VINs that were confirmed CHP cars but had not been identified as being cars used as Specially Marked Patrol Vehicles.

I wanted to take a moment to say THANK YOU to Mick for his continued help with the Project. He forwards photos he finds online that we can use here. Presently (as in these are the most recent ones on my To-Do List), Mick has sent pictures to add 8 new SSP's and update the pages of 10 others. It is greatly appreciated!

Danny Jenkins recently picked up another SSP - a 1987 Utah Highway Patrol SSP Mustang...

...that was also used by Daggett County. Danny took the time when picking up the car to stop at the Bonneville Salt Flats in Utah. Those photos were also included in the Project.

FYI on that sticker on the bumper. The number on that sticker (681_) is the rotations number on the build sheet (6812).

The following FHP car was already in the Project using the documentation provided by Jim Young -

We knew it was a FHP car, but not the color(s). The photo of the buck tags had recently been shared online, and it appears as though it was a factory-painted Calypso SSP. It is the last FHP car in that consecutive batch of VINs, which continues on. The next VIN is a SSP that went to Winslow, Arizona (http://www.specialservicemustang.net/VINlist/MISC/1993MISC147249/info147249.htm), which is then followed by a RCMP car (http://www.specialservicemustang.net/VINlist/MISC/1993RCMP147250/info147250.htm). It would have been great to see these cars running down the assembly line one after the other*

* - Yes, I am aware that cars didn't necessary roll down the line in consecutive numbers. It's just a nice visualization.

We already had more than several of the 1987 Connecticut State Police SSP's in the Project using agency documentation that had been provided to us. Well, one unit had surfaced in April 2020 that included the VIN label and a Buck Tag, which I just added to its page:

My pleasure! I've enjoyed being able to contribute to the hobby in this way, especially since I do not have an SSP at the moment.

As a related aside, I have now gotten through all of the photos shared with me by others and found on my own. It feels good to be caught up on new pages and updating existing ones (that feeling will be short lived, I'm sure). I had quite a few needing updates which are now even better. The Project still will be an evolving resource as new cars and documentation pops up. I still have MANY folders on likely SSP cars that need add'l documentation to confirm the SSP option.

I've been adding SSP's to the Project without commenting, but I thought the following SSP was worth mentioning. It is a 1989 NCSHP Mustang that was subsequently purchased by Marion County SOUTH CAROLINA -

I found some old paperwork while cleaning the basement after a move. I saw this vehicle was in the database with no unit number, but I confirmed it when I owned it. I was able to get three police reports from FHP that confirmed this was unit 1329.

Last I knew Gary Wheeler owned the car in Canada, but looks like he hasn't posted on either site in quite sometime. If anyone has his contact info I'd love to get these reports to him.

The Special Equipment Parts List shows 50 SSPs in that DSO which coincides with that batch of consecutive VINs. With Marti Reports confirming the DSO Number for the first and last car of that batch, and this new information, we were able to add the remaining 26 undocumented FHP cars to the Project, as seen here -

Ha! No, I wasn't the bidder on that one however I did watch it though from the start of the auction. It's a shame it has extensive rot at the A-pillars, especially driver side where 90% of the A-pillar is totally gone from the bottom going up to roof.

I mean it can definitely be saved, that was a bargain price - but it definitely needs a total tear down and extensive rust repair, let alone it was mentioned it also had a locked engine and trans. Engine and trans if totally seized due to flood waters would need extensive repair or replacement. If it had that much rust topside, I can only imagine what it looks like under it... ?

Did another SSP Member get it?

Yesterday, I ran down to Georgia to catch up with Gregg and Bonnie. Jim Y arranged a get-together, and I was able to ride down for a quick visit. It was great seeing them all again, and I look forward to attending the MCA Show in Savannah with Gregg & Bonnie later this year.

As an added perk, I had the pleasure of driving their sweet 1981 T-top (it was a real treat for me).

Gregg later broke out a photo album of the 1989 FHP they had many years ago. Although the car may be gone, it lives on in our VIN Project using a picture of the FHP title application for FHP435, as now seen here:

My 1988 WSP is item #108 on the auction list. Yes SP0770 would have been the license plate number. SP is State Patrol and 0770 is the assigned Trooper's badge number.

This one showed up online, and is interesting. The top Buck Tag has the correct DSO number (21-0133), but the tag below it has a different DSO number (21-0092). That is the same tag number from an earlier batch of 1990 GSP cars. It looks like Ford sneeked in a leftover GSP tag on this car.

If memory serves me right, the talk was one was in AZ and one was in TX. Seems to me the one in AZ was moved to TX, recently. I don’t know if any of the talk was ever backed up with evidence.

Do we have the VIN of the one in the Border Patrol Museum? Would be an interesting Mart Report.

She stated they took a lot of road trips in it, and did pretty good on keeping it stored in doors. She has been in love with it since she was four and they have just passed it on to her.

In my talks with the President of the Border Patrol Museum, they only had one car. The car was in storage for the longest time, but has had a fresh "resto" and is back on display in the museum. Jim Dorion has some good contacts with the BP.

I ran into a gentleman at Foxtoberfest who owns a 1983 North Carolina State Highway Patrol SSP Mustang. He did not bring the car because he has torn into it for restoration. Of particular interest is the Build Sheet he found inside the interior panel.

This is the 3rd of 50 1983 NCSHP cars to surface. This one was an unmarked unit (like all 1983 NCSHP Mustangs) in tan, with a copper pinstripe and the walnut interior. It is worth noting that the car was equipped with the 4spd and 14" turbine wheel covers. Very cool!
