Due to discussions in the past on this subject, as well as recently in the thread below:

I'd like to put a call out there for anyone who has done VIN research for a specific agency/year and wants to share.

I'm not trying to put together a "registry", as I don't really think it's feasible to do so. I would, however, like to work towards a page that shows VIN ranges for a particular order, backed up by pics of door tags, buck tags, build sheets, special parts lists, or other documentation.

This could he helpful for someone who is trying to figure out what they have, as well as additional documentation for those who do already know or may be looking for more info.

FoxChassis has already volunteered to assist by providing some of his years worth of VIN compiling, so this has the potential to be something really special.

Mike now has lists of consecutive (3 or more) 5.0L coupe VINs for '82 through '86 model years. Working on '87+ now.

Mike, have you figured out how you will be making the data accessible? I know the problem with the other SSP VIN Registry is the need to keep the information current and correct. The vBulletin software has a provision for creating a TimeSlip Database for forums that have a racing section. I wonder if something like that VB feature could be used in this situation?

We're definitely due for a software update, but I'm trying to keep things as simple as possible. Mick sent me the data in .txt format, and I'll be going through the door data tags, build sheets, and other forms of documentation for each order number (both what he sent, and what we have) to correlate with the VINs.

What I'm envisioning is a list of VINs, organized by year, with hyperlinks on the VINs we have info on relating to agency usage, DSO number, etc. This will only be for those cars we've verified.

Guys, I know many of you have pics of cars in junkyards, bucktags from wrecks, or have done specific research for VINs from a specific agency. If so, please post them up in this thread so we can add those into the process.

Bill, I think we can edit the page (keep it updated) from what gets posted in here and verified.

Mike - I'm in favor of anything we can do to further the research on SSPs. Documenting what we find is a big part of that effort to ensure it doesn't become lost or can't be shared. Not sure how much I can help but am happy to do so wherever I can add value. I do have a little more than 1/3 of the Minnesota SSP VINs identified. Those have been shared and posted on .Org. I did't really notice if the Michigan VINs have been posted but if not I'll be sharing those and happy to with you as well.

I have some info for this project but will need to scan handwritten documents. I have all the 89 Michigan vins, and also a list of Oregon, Washington, Florida, California, Idaho, Missouri and probably a few others state/years I have forgotten about. I will need to scan some docs and email it all to you. I think some of it you may have already.

I have the same FL and CA stuff that you do, plus the stuff I collected when I went to the auctions in FL for some additional FHP info. I do not have any of the rest of what you mentioned.

Don't spend too much time scanning....I'm thinking as long as a VIN range can be verified via build/buck/door tag info, we are good.

That's one of the problems....but the one over there is impossible to keep current because of the extra info listed on it. The data we are going to put together will never change (unless we find errors), it will just need to be added to as more info and new cars are discovered and verified.

I'm a little confused. Mine, 111908 has a DSO of 72 (San Jose). And it definetly was painted B&W. So why is it listed under without DSO's?

I had a question, in 1982 I'm seeing 400 consecutive VIN's and in my research of another car, I see that there were supposed to be 5 extra cars and 2 prototypes for 1982. I'm no expert but I'm trying to figure this whole SSP thing out. Were all 400+ SSP's in 1982 then CHP?

Negative. The 400 cars are all CHPs. As far as the "protoypes" are concerned, the one that "VintageRacer" has does NOT have a 6-digit DSO, and is NOT an SSP. The Marti Report shows it was a "police demo" (lots of cars are). I still have never seen any proof from him that it was a CHP car, an "EVOC" car, or the "first" of anything. He was given the opportunity to post that info here when he was still a member, but he did not do so.

As for the CHP Hatchback cars, well, there was a member here that had one, but we never saw a build sheet or assignment card documenting CHP service. I do remember an in-service pic of the car somewhere. That car did have a DSO. It was sold by the owner at one of the auction houses.

I'm not sure what the big deal about documentation is; I've posted up every build sheet and every other piece of documentation about these cars that I've ever found.

I missed your post, but it's a good question, since other people may have the same one.

Mick has been kind enough to not only run these for us, but now also post them. What I'm working on for us here is more of the same, but with a different twist. Any time we have a batch of VERIFIED cars (agency, service, etc) it will be linked to the specific VIN. As a example, for my '83 CSP car, you will see it in the list with the rest, but the VIN will be "clickable", and the link will take you to the supporting documentation for that unit.

Unverified cars won't have this feature, DSO number or not.

What I have put up that you can click on now is probably just temporary, until Mike gets the page(s) done here. It's really just running on a PC I put together with spare parts, connected to a DMZ router, on my home network.

BTW, for 111908, I'm not sure if you want to list it as CHP just yet. I don't have any proof that it did anything with them but sit in their storage lot before being shipped off to some other type of department, state, federal or what have you. Yes, it was painted B&W, but its got gray over that, and now Reef Blue over that. And there are no holes for anything anywhere, as what I have seen so far.

I have pictures of the certification label and info off 3 AL DPS SSP's along with the order info. These are My car, Alabama's car, and another individual in Montgomery. I never got the VINs off the 2 "carport" cars. So there are 5 AL cars out there that I have laid eyes on but 3 that have been 100% confirmed. Not sure if the VIN's were posted on the carport cars when they were put up for sale but I will see if I can dig them up and where they fall in the range. I will post more up later.

Yep, USPS used the Camaro's too. Along with K-Reliants, Chevy Celebrities and so on. The Inspectors used quite a varied group of cars that's for sure.

Mike, here is info on my first ssp that actually led me to this site!
When I purchased this car I knew nothing of DSO's n such! I was told it was a TX DPS so I made the purchase.
Months later I found out it was far from being a TX car!
Till this day this ssp had / has a VERY dark past .The Carfax shows it started life out in West Memphis Akransas and had a severe accident
(vehicle overturned). per carfax it looks like it may of been sold at a very low mileage 20k??? and only served from 6/20/91 to 5/18/92 ??
I have an email from Mr Charles Ricks where AR told him they tried 3 ssp mustangs in 91 but were NOT well liked..??

91 -151124 is the second of TWO consecutive P40E VINs (151123 & 151124). You will not (yet?) see either in the VIN lists that Mike (ImEvil1) has posted because I did not sent any to him that had only two consecutive or one by itself. I only sent him VINs with three or more consecutive. Maybe later I will send him the two consecutive and or the singles.

Only thing I can do with this car is decode the Buck Tag. If you want that done, reply here. Thanks.

My area of expertise is four eyed Mustangs but here is what I can do with the Buck Tag from 91 - 151124...

0752 = assembly line rotation number
LX2 = LX 2-dr sedan
LX = LX model
E2 = 5.0L engine (E), T-5 transmission (2)
151124 = consecutive unit number (last six of VIN)
AC = factory-installed air conditioner
YO = Oxford White exterior

MBW = manual Borg Warner (T-5 transmission)
FA = cloth seating, low back front buckets (F), Black interior color (A)
MF = 1991 model year (M), Dearborn Assembly (F)
0312 = March 12 scheduled build

91 -151124 is the second of TWO consecutive P40E VINs (151123 & 151124). You will not (yet?) see either in the VIN lists that Mike (ImEvil1) has posted because I did not sent any to him that had only two consecutive or one by itself. I only sent him VINs with three or more consecutive. Maybe later I will send him the two consecutive and or the singles.

Only thing I can do with this car is decode the Buck Tag. If you want that done, reply here. Thanks.

This is a good example of a small order (omitted for now), as well as one that won't be linked to, since it was never verified.

It's a fair question, but the answer may be difficult to determine. For example, the batch of VIN's for my 85 CHP is larger than what the CHP ordered. FoxChassis stated in another thread that my car was the last VIN for the CHP cars (assuming that the first car in the batch was part of the CHP order). Also, there is a known 85 Oregon car a few numbers after my VIN. So there could be multiple agencies contained within the same VIN batch. There also may be some civilian cars contained within the same VIN batch.

Would it be safe to say that since 1FABP40E0KF193391 is a documented TX SSP (last in a large group of TX SSP VINs) and that 1FABP40E0KF193411 is the last VIN in this sequence, that the list of 20 VINs below accounts for all 20 of the MN State Patrol SSPs? I own the two highest VINs in the list and 1FABP40E0KF193396 is the lowest verified VIN (owned by a collector in WI). I suppose there could be 5 other non-MN SSP VINs before 193396 and then 5 more MN SSP VINs after 193411, but that does not seem too likely given that the next batch sequence is so much higher than 193411.

What you've said sounds reasonable, but we would need to get some type of documentation to know for sure. Even pulling a CARFAX on certain VIN's might help show where those cars initially went.

I'm excited about getting into the web content aspect of putting this information together. It will be nice to see some tangible progress on this project.

Links to a bunch of the 85's were just activated on our VIN Project. These were mostly CHP cars. Of the 155 units ordered that year by the CHP, 13 are now featured on the 1985 Consecutive VIN Page (http://www.specialservicemustang.net/VINlist/85VIN.html) (about 2/3 of the way down the page).

Currently, our VIN Project has documented 65 SSP's of various years. I've been in contact with many members (with at least 20+ more SSP's) who are in the process of collecting pictures and sending them in.

Got the VIN today, and it is from a later order of 3 consecutive SSPs (not the consecutive 20). The owner is going to talk to the Sheriffs Department about how they acquired the SSP. The owner told me he thought there were 2 other ones that had been issued by the state in a similar fashion. He also told me that it had silver 10-holes in service, but no mud flaps (unlike all the photos of the MN SSPs) and that the trunk release was NOT in the glovebox (like the other known 20 MN SSPs), but to the left of the steering wheel on the lower dash. I asked him to get me a photo of the buck tags and door sticker when he gets the car out of storage in the spring. All I have for now is the VIN: 1FAP40E6KF214357

When he gave me the VIN today he said that when he acquired the SSP at auction in 2000 the Sheriff had told him that there were a couple of more SSPs that the MN State Patrol had released to other MN law enforcement agencies at the same time. I ran the VIN here and it is the middle 1 in a group of three listed. The owner is now going back to talk to the Sheriff to get some more info for me. I love a good mystery!

I just looked at that thread again and the subtitle is "MN#681013" which is the Property of the State of Minnesota barcode sticker and that number is 1 number before my latest MN SSP barcode sticker on the driver's door A-pillar (my other MN SSP had the sticker removed when it was repainted in 1997).

While cleaning out my car, I found the literature for an 88 and it has the warranty card with unit number if you care to add a deceased car.
It may help another person if their car fell inline with it.

To expand on this a bit, we have partial verification on over 50 more cars that are not listed with active links in the VIN Project. These are cars which in terms of documentation may only be a picture of a VIN sticker having a 6-digit DSO. But civilian cars could be ordered with a 6-digit DSO, so we need more information before calling a specific car a SSP. We are holding onto the information for these pending cars to see if we can find add'l documentation at a later date.

Here is an example of the Standard Marti Reports being helpful to our research. The following car had weak documentation:

I have been noticing this on many of the Marti Reports. This also happens to be what is indicated, for some reason, on the Marti Reports for my 92 and 93 model year SSPs. I think many have run into the same info in the Ford 999 reports, as I have for both my SSPs.

Starting in '89 the "LX" came standard and only with the 2.3L engine and the "LX 5.0L" came standard and only with the 5.0L engine (obviously). The 5.0L engine was not optional in the "LX" any longer. Before '89 there was just the "LX" and 5.0L engine was optional.

Starting in '91 the LX 5.0L came standard with 16" tires (with 16" x 7" cast aluminum "Pony" wheels). (Those wheels/tires were also standard on the GT starting in '91). Obviously the 15" x 7" cast aluminum "10-hole" wheels were still available on SSPs but I believe there were codes and remarks on the assembly line build sheet for that. One such example is a 1992 FHP featured here:

Note the tire size "215 65R" and the remark "Option M 5 P215 65VR15 Goodyear Tires."

Articulated Sport seating became standard in the "LX 5.0L" sedan starting in '92. (It became standard in the "LX 5.0L" hatchback and convertible starting in '89.)

I have seen a few '93 SSP door tags that have the A/S seating code (D) but the buck tag from the same car has the non-A/S seating code (G). I have also seen a few '93 SSP window stickers with the A/S seating listed in the standard equipment list and a line-item in the optional equipment list for "low-back rein. bucket trim set", along with a $91 credit.

Here is a 1993 CHP SSP with D6 on the door tag and G6 on the buck tag:

Bill ... Just ran accross this in some lost pictures, wasnt sure if I sent them to you already. Another 1990 TX DPS with no Bucks or door tag but I got a picture of the Vin and Title. Title reads Texas Dept of Public Safety. Car had twin spot holes, reinforcements in the floor ,antenna holes in the quarter and trunk , upper roof jam hole pass side(light bar) and signs of black and white paint. Orig. We did receive one interesting Marti Report worth mentioning separately. We pulled a report on a 1991 car with the last six digits of 141583. There is another car with the last six of 141582 that has a DSO of 13-0303. The Marti Report for 141583 also has the same DSO, but this car does NOT have the SSP option according to Marti:

So either the Marti report is wrong or VIN 141583 is not a SSP. I suspect the latter is true.

Yes, I was going to request him to confirm that the DSO on all 20 of the VINs is 58 0150. I do not have any documentation from the State of Minnesota on the cars (no records were kept, only verbal information from a couple of troopers who drove them).

It's cool when a car turns up that provides confirmation of another SSP. Since both cars have the same DSO, we now know that 188100 was also used by Arizona DPS. :)

Marti confirmed that all of these are from DSO 58 150. The colors broke out differently than previousley reported. The total of 20 consisted of 1 black, 3 dark gray, 2 light gray, 2 scarlet red, 3 medium shadow blue, 5 bright regatta blue, and 4 dark shadow blue. VINs/colors are:

He sent me the partial VIN list with the color code (I added the color name to match the code and copied it all to my post). The DSO verification was in my PayPal correspondence. Screenshot of post should work.

That's fine for our needs here, Bob. I went through and edited your post slightly to condense it down a bit. In a few days, the post will be stamped with the date and time, as opposed to saying "Today" or "Yesterday". Then I will grab a screenshot(s) and save it all as a single JPG file for use on the new pages for each of those cars not already documented.

Here is a discussion from FEP about the 1985 CHP and OSP cars -

So that would possibly make the last six in that batch OSP. Do we know how many OSPs were ordered under DSO 74-0637?

Here is the confirmation we needed on 234940 -

It was the first car in that order for the Oregon State Police. Have we confirmed that all six of those remaining cars (234940 - 234945) were part of the same DSO?

The Marti Report for 234940 also confirms that 234939 was the final CHP car in the batch, which allows us to determine that 234786 was the first CHP Mustang in the batch -

Despite what I said earlier :p I had some time to kill recently and decided to see if I could quantify how many SSPs our VIN Project may be able to identify using our current count of documented cars. Knowing that SSPs were generally produced in batches, I figured that we could add up all of the batches with known SSPs to come up with an estimate for how many SSPs may be grouped together using the information in our VIN Project.

It is important to note that there are three critical flaws with this logic:

We know that civilian V8 coupes were sometimes thrown into the mix of known SSP batches. So far, we have seen this occur prior to or just after Ford ran a batch of specific DSO cars. So it is reasonable to believe that there are an unknown quantity of civilian cars as part of the consecutive unit number (called "CUN") batches containing SSPs.
Our Project only lists CUN batches for 3 or more cars. We know that Ford also produced SSP Mustangs in singles or pairs, but it is uncertain how many SSPs were produced in single/double groups. Only known singles or doubles are included in the estimate.
There are surely CUN batches that we have not identified yet as containing SSP Mustangs, so obviously those batches cannot be included in the estimate at this time.


So using this flawed estimate, by adding up all of the CUN batches we can account for roughly 8,350 SSP Mustangs so far. :) Despite the flaws, this estimate provides a quick glimpse into how many cars our VIN Project may be able to document. This number will only increase as more SSP Mustangs turn up.

Bobby, a Marti Report would tell us that. The batch of 1990 SC cars with the earlier VINs (like this one (http://www.specialservicemustang.net/VINlist/SC/1990SC180391/info180391.htm)) are obviously from a different DSO. It is interesting that VINs for the higher DSO number (22-0142) were produced ahead of the car(s) with lower DSO number (22-0078).

Here's an interesting piece of documentation on the 1986 Utah SSP Mustangs that I re-dicovered on Four Eyed Pride -

We have one Utah SSP documented already from DSO 76-0048, which is VIN 208368 (http://www.specialservicemustang.net/VINlist/UT/1986UT208368/info208368.htm). That SSP is part of a 78-car batch of VINs containing SSPs from Oregon and Arizona (yes, that's one consecutive batch of 78 VINs with SSPs for 3 agencies!).

What's cool about the above paperwork is that it confirms that there were 30 SSPs ordered under that DSO. There are four more VINs after 208368 in that batch. If we get Marti Reports for those remaining four cars, then we will be able to determine with 100% certainty the final VIN in that DSO. By accurately counting backwards from that yet-to-be-determined final Utah SSP, we will be able to use the above paperwork to document all 30 VINs as SSPs. That's pretty cool!

Jim, your care-package arrived safely in the mail. There are A LOT of pages to be organized and scanned. It is going to take weeks for me to get all of this done.

To give you all a taste, there is a CHP document for the 1989 Mustangs which lists the unit numbers and VINs. The interesting part is that it identifies a stand-alone VIN, followed by the group of cars ordered consecutively (but the VINs are jumbled because they are listed by Unit Number). We know that the CHP would typically order a single Mustang to check that the equipment upfitting would work in the new model-year car. With this paperwork provided by Jim Young, we now know that the single 1989 SSP initially checked by the CHP was:

Bill I have a bunch of information for the "pilot" cars for numerous years, including the original paperwork signed by CHP admin, inspectors from fleet and acknowledments from Ford execs. etc. If you need it, plus some warrantly issues, additional orders for hundreds of sets of floormats, changes to original orders for several different years, speedo warranty/testing communications and so on.

Jim, if any of it can be tied to specific VINs, then yes it would be good to include that information in our project. If the documentation is more CHP-specific rather than being tied to certain cars, then perhaps that would be better placed in the CHP Restoration Pages (http://www.specialservicemustang.net/CHP.htm).

Using some of the information provided by Jim Young, I was able to update the 1989 VIN page (http://www.specialservicemustang.net/VINlist/89VIN.html) (confirmed CHPs starting at 211169) and the 1990 VIN page (http://www.specialservicemustang.net/VINlist/90VIN.html) (confirmed CHPs starting at 170115).

Before getting anyone's hopes up (thinking of you Bobby), not all of the VINs were included in the documentation. The 1990 SSPs in particular had quite of few VINs missing from the paperwork. But it is certainly ALOT more than we had previously! So the 1989 and 1990 CHP Mustangs are completed in terms of the paperwork from Jim. The 1987 CHP cars are next on my list, but that documentation is more difficult to organize so those pages will take longer create. Once the CHP cars are done, I will then work on the FHP cars. :)

According to the paperwork, the CHP later placed an order for five more 1987 SSPs with a VIN range of 229944 - 229948. There is CHP/Ford documentation for all 1987 CHP Mustangs from these two VIN ranges. It is just going to take some time to create the pages for these cars.

On the 1988 Alabama SSPs, based upon existing paperwork (http://www.specialservicemustang.net/VINlist/ALDPS/1988ALdso210316/88-dso210316a.jpg) we knew there were 31 cars in that DSO, which were part of a 32-car CUN batch of V8 coupes. One of those 32 cars was not part of the Alabama DSO. But which one? So we ran Marti Reports on the 1st and 32nd cars in that CUN batch. We confirmed that the 1st car was indeed part of that Alabama DSO -

...which means that the "32nd" car is not part of that Alabama DSO. Guess what? The Marti Report came back on the 32nd car as being a SSP too, but for some other agency -

Since Jason is a big Texas DPS Mustang fan, he and I worked it out so that his money would go towards confirming cars on our "pending" list which we thought were Texas SSPs but were not 100% sure. Although the Marti Reports do not confirm these SSPs as Texas DSP cars, many of the reports show "special paint" which is something the Texas DPS cars had. Does anybody have electronic copies of any Ford Special Equipment Parts Lists, as shown below for SSP Mustangs?

These documents are extremely helpful to our efforts here with the VIN Project. Although a Special Equipment Parts List does not specifically identify certain VINs, it does show the number of cars for a DSO. We have been able to identify certain blocks of VINs that contain SSPs with the same DSO as shown on a Parts List, and determine which cars are part of that batch through Marti Reports. Sometimes, the number of cars shown on a Parts List matches up perfectly with the block of CUN cars, and no Marti Report is required. Regardless, by using these Special Equipment Parts Lists the entire DSO becomes documented; not just the individual car. :)

So does anyone have any of these they can add to what we have found so far?

Some of you may remember a unique 1985 SSP that surfaced recently which showed "California" on the build sheet. The car came equipped with an automatic transmission. It was obviously ordered by the State of California, but who knows in what capacity the car was used. Here is the VIN Project page for this car:

I selected a neighboring VIN to this car in the next batch of requested Marti Reports. Since the other car was somewhat unique, I went ahead and ordered the Deluxe Report to get as much information as possible, which can be found here:

The 1983 Colorado State Police Mustang owned by MikeM aka ImEvil1 had already been confirmed as a SSP, as seen here:

Mike's paperwork included a Special Equipment Parts List, which showed only 6 SSPs in that DSO. Looking at the range of VINs, we guessed that 177002 might be a SSP and ordered a Marti Report. Sure enough, it was the first SSP in that DSO...

Here is something really creative that one of our members has done in an effort to confirm CHP Mustangs. The following post was made by Aaron in a thread created by a new member who recently purchased a 1993 CHP Mustang -

Great....now you guys got me thinking about (actually already started on) another project. :D

Grabbing the test history for "known" (using the VIN Project) batches of CA vehicles is tedious work but I can do it and database the results. What I don't know how to do is come up with E plate numbers.

Another idea I'll try to work on if you want.

What if we started a list of all known CHP SSP plate numbers, we can add to it and I can make a few trips to the CHP Academy and Fleet Services and talk to the CHP photographer and go through and see how many photos I can come up with of the actual unit numbers we have on our list.

Make copies for our list, plus members can receive a copy of their car in service when found, IF any are found.

There has got to be a ton of them out there. Just take the time looking.
Mike ( Mac88CHP ) has offered to help out in that area as well with assignment cards.

He now has a pretty good " in " at the academy with a Sgt. or two I introduced him to, one who heads up the museum at the academy, plus the EVOC Sgt. who is very cool and I know will pull some strings for us.

I think they would like to see more CHP SSP's out there at the academy and on the EVOC track. I bet if we had a few restored CHP mustangs and presented the idea to them, they'd have a day for them at the academy.
I don't think too many people in the department realize how many are out there and the interest in them.

I do know that the EVOC instructors would LOVE to drive them if they showed up lol.
Just a thought. I know I am intent on finding an in service picture of my car.
It would be neat to have a photo of the car for the vin project, and I know everyone that owns a CHP SSP would love to have an in service picture of their car as well.
What do you think ?

John, I think it's a good idea to pool our resources to come up with likely E-plate ranges for each year. There will certainly be oddballs thrown in the mix though. I was searching the smog site today and in a batch of likely Mustang plates I turned up a Sierra 1500. Obviously, unit numbers were "randomly organized" (kinda like the phrase "jumbo shrimp").

This SSP is from the Carolinas, but the agency documentation is weak for the cars listed in this DSO (#21-0820). Regardless, it is a true SSP and currently holds the distinction of being the last SSP in the final year of production that we have documented so far (i.e. the highest VIN in '93). We are not saying it is the last SSP built by Ford, but it is one of the last ones no doubt.

5310 also has a pic on the other ssp site it is at a station and is placed sideways in the pic and i have the smog report on 5338 but still havent found the vin

the interesting thing that im running in to is they used 88 plates on 1992 pickup trucks year 2000 pickup trucks and a few 2000 and a 2001 taurus im am also thinking chp bought more than 150 units in 1993 with 88 and 89 plates
